Sadly the proven methods to STOP THE LEAK still have not been used since 042010 until today at 052010 for reasons unknown. BP, Governor of Florida and Governor of LA were all given, along with the President, the Counter Pressure Plug information from a UK inventor Branko R. Babic as he invented same in 1991 for Kuwait Oil Fires above the ground and they will work underwater with ROV welding special thick steel tubes with washers to be welded to the interior while the tubes allow full flow of gas, oil, water through tubes into the gulf.
ROV's can be used to WELD UNDERWATER the 5 inch thick washers compressed with thick rubber washers against the inside pipe sealing off all leaking oil, gas and water while the straight through pipe could take the contents flowing through to the TOP of the sea into barges. Keep in mind the CPP with flow pipe has a BALL VALVE wheel operated to shut down the flow and BP could then try to seal the BOP stopping the leak entirely.
BP and Horizon personnel reviewing the messages since 041610 first started denying the idea had merit and they put a straw type pipe six inches inside with rubber flaps then started drawing OFF oil and gas from ONE LEAKING AREA but BP refused to consider the CPP Invention of Branko R. When trying to question the famous violist, WME artist, member of Dave Stewart’s Rock Fabulous Orchestra and Factory Girl Ann Marie Calhoun about two highly controversial videos she posted on YouTube earlier this week, I found out that for a few days already Ann Marie is missing.
Ann Marie, who is also the spokeswoman of Conspiracy For Good, uploaded a confidential lobbyist video by the UK security company Blackwell Briggs onto YouTube after the video got leaked earlier this week.
She also posted a re-edited version of the video commented by herself:

The Turkish daily Hurriyet meanwhile, quoted a military source as saying that “this move aims at repelling a US or Israeli attack against Iran or Syria.”
The Israeli Foreign Ministry sources noted that if the news published in the Turkish media were true, then Ankara would be taking a side with Damascus and Tehran, instead of preventing the nuclearization of Iran.
In a phone call with Al-Manar TV on Wednesday, Mustafa Ozcan, a Turkish political analyst, said “The news in Hurriyet daily is true. The air defense system was moved from Istanbul to Iskenderun to counter any surprise Israeli air raid, because in 2007 Israeli warplanes used the Turkish airspace to carry out air raids on Syrian targets. Thus Turkey took this precautionary measure so that what happened in 2007 would not happen again.”
Asked whether the cooperation between Israel and Turkey gives the Zionist entity the freedom to use Turkey’s air space, Ozcan replied, “Of course not. Press Release: Blockade of Monsanto's Bergschenhoek Location in The Netherlands

Bergschenhoek, Monday, May 17 - Since 6 o'clock this morning, 50 persons of the action group 'Roundup Monsanto' are blocking both gates of the Monsanto seed company near Rotterdam. 'Roundup Monsanto' wants Monsanto to back out of the seed market, and demands an end to patents on seeds and living organisms. Monsanto and other agro-chemical multinationals are lobbying the Dutch government and the EU for legislative changes that would make it easier for large companies to take control of the seed market and food production.[1]
The blockade is taking place at the former De Ruiter Seeds, acquired by Monsanto in 2008, where research laboratories, offices, greenhouses, and a central storage for seeds and seedlings are to be found.
The chemical company Monsanto has 23% of the worldwide market of commercial seeds in its hands. In the last 5 years, the company has bought up three large internationally active seed companies in the Netherlands: De Ruiter Seeds, Western Seeds, and Seminis. As a result, Monsanto now dominates the world market for vegetable seeds and seedlings. In addition, Monsanto is the market leader in genetically engineered soy, corn, sugar beets, and cotton, and has a large market share in pesticide sales. "Farmers and vegetable growers are becoming increasingly dependent on these big seed companies and patented seeds will make the situation even worse," says Flip Vonk, an organic farm employee present at the action.
Monsanto is a chemical company which has grown large due to the production of pesticides, Agent Orange, and PCBs. [2] After countless scandals revolving around these chemical substances, the company found a new market strategy: development and sales of genetically manipulated crops. These crops are cultivated in enormous monocultures, with excessive use of fertiliser and pesticides. Monsanto represents a destructive model of chemical agriculture.
The current system of agriculture, based on mass import and export, is completely dependent on the consumption of fossil fuels. Chemical agriculture is responsible for a quarter to a third of the release of all the greenhouse gases. Over 80% of the cultivated GMOs are pesticide resistent, the remaining 20% produce insecticide inside the plant. This form of food production is extremely harmful to people, nature, and the climate. Genetical engineering will not contribute any solution to climate change.
Genetic engineering is often presented as a solution to the global food question. But in spite of 15 years of cultivation of genetically manipulated crops, 2009 witnessed a record amount of starvation. GM crops have not increased yields. "The food problem requires completely different solutions. We need to drastically change course, away from large-scale chemical agriculture, towards local food production in harmony with nature, without pesticides and without genetically manipulated crops. A world without Monsanto is a good step in that direction," according to Miranda de Boer from 'Roundup Monsanto'.
The two most important access doors to the Monsanto terrain have been closed off. The action group put up banners with the message "Imagine, monopoly of food, poisonous agriculture, The World according to ... Monsanto", adbusting the company's logo. It has also adjusted the giant cucumber and tomato on the lawn to Monsanto's manipulated reality. Employees and customers are greeted with coffee, tea, and background information on arrival.

GOP Blocks Oil Spill Liability Bill

Republicans for the second time blocked legislation that would increase oil companies' liability for oil spill damages, setting off criticism from Democrats seeking to make BP pay for the disastrous oil spill in the Gulf of Mexico.
Sen. James Inhofe (R-Okla.) on Tuesday blocked (VN: HOW did he block it? as a minority party member? Why won't they tell us?) a bill Democrats have put forward to raise the liability cap from $75 million to $10 billion. He said on the Senate floor he agrees the cap should be raised, but the Senate should "wait and see where the cap should be." (VN: I worked 3 years as a legislative analyst and used to watch them do this dog and pony show for their constitutents all the time, they would help each other out of jams and that is exactly what this is, poorly done I might add since they don't have the power to block anything)
"If you have it too high you are going to be singling out BP and the other four largest majors and the nationalized companies, such as China and Venezuela, and shutting out the independent producers," he said.
Sen. Lisa Murkowski (R-Alaska) blocked the legislation last week. (VN: Checked and she is owned by the Wall Street bankers, nothing new here, but notice how they don't tell you how they blocked it since they don't have enough to sustain a filibuster so make them tell us how they blocked it? Not a word about how?)
President Obama released a statement saying he is disappointed by the Republicans' objections.
"This maneuver threatens to leave taxpayers, rather than the oil companies, on the hook for future disasters like the BP oil spill," he said. "I urge the Senate Republicans to stop playing special interest politics and join in a bipartisan effort to protect taxpayers and demand accountability from the oil companies."
Roll Call reports that Sen. Bob Menendez (D-N.J.), one of the sponsors of the legislation, reportedly asked, "This is really about whose side do you stand on? Do you stand up with the taxpayers or with multibillion-dollar oil companies?" (VN: I heard he was in trouble in his district, so this makes sense)
Sen. Frank Lautenberg (D-N.J.), another co-sponsor, similarly derided the GOP.
"What we're watching here is a sham," Lautenberg said, Politico reports. "We see our friends on the other side--correct that, the people on the other side... not friendly in this case, [and we want them] to stand up and say, 'Yeah. You did it? Pay for it.'"
Meanwhile, Senate Majority Leader Harry Reid said yesterday that a $10 billion cap is inadequate.

The synthetic cell looks identical to the 'wild type' Scientists in the US have succeeded in developing the first living cell to be controlled entirely by synthetic DNA.
The researchers constructed a bacterium's "genetic software" and transplanted it into a host cell. The resulting microbe then looked and behaved like the species "dictated" by the synthetic DNA.
The advance, published in Science, has been hailed as a scientific landmark, but critics say there are dangers posed by synthetic organisms.
Some also suggest that the potential benefits of the technology have been over-stated.
But the researchers hope eventually to design bacterial cells that will produce medicines and fuels and even absorb greenhouse gases.
The team was led by Dr Craig Venter of the J Craig Venter Institute (JCVI) in Maryland and California.

He and his colleagues had previously made a synthetic bacterial genome, and transplanted the genome of one bacterium into another.
Now, the scientists have put both methods together, to create what they call a "synthetic cell", although only its genome is truly synthetic.
Dr Venter likened the advance to making new software for the cell.
The researchers copied an existing bacterial genome. They sequenced its genetic code and then used "synthesis machines" to chemically construct a copy.
How a synthetic cell was created
The scientists "decoded" the chromosome of an existing bacterial cell - using a computer to read each of the letters of genetic code.
They copied this code and chemically constructed a new synthetic chromosome, piecing together blocks of DNA.
The team inserted this chromosome into a bacterial cell which replicated itself. Synthetic bacteria might be used to make new fuels and drugs.
Dr Venter told BBC News: "We've now been able to take our synthetic chromosome and transplant it into a recipient cell - a different organism.
"As soon as this new software goes into the cell, the cell reads [it] and converts into the species specified in that genetic code."
The new bacteria replicated over a billion times, producing copies that contained and were controlled by the constructed, synthetic DNA.
"This is the first time any synthetic DNA has been in complete control of a cell,"said Dr Venter. (VN: Oh, my Gawd, that is a scary thought since its within the cells that "consciousness" exists)
'New industrial revolution'
Dr Venter and his colleagues hope eventually to design and build new bacteria that will perform useful functions.
"I think they're going to potentially create a new industrial revolution," he said.
"If we can really get cells to do the production that we want, they could help wean us off oil and reverse some of the damage to the environment by capturing carbon dioxide."

Dr Venter and his colleagues are already collaborating with pharmaceutical and fuel companies ( VN: the two worst offenders owned by the international bankers who have killed more people and animals with their products and false flags (oil blow and tainted vaccines & drugs, than the combined wars we are in) to design and develop chromosomes for bacteria that would produce useful fuels and new vaccines.

Dr Helen Wallace from Genewatch UK, an organisation that monitors developments in genetic technologies, told BBC News that synthetic bacteria could be dangerous.
"If you release new organisms into the environment, you can do more harm than good," she said.
"By releasing them into areas of pollution, [with the aim of cleaning it up], you're actually releasing a new kind of pollution.

Dr Wallace accused Dr Venter of playing down the potential drawbacks.
"He isn't God," she said, "he's actually being very human; trying to get money invested in his technology and avoid regulation that would restrict its use."
But Dr Venter said that he was "driving the discussions" about the regulations governing this relatively new scientific field and about the ethical implications of the work.
He said: "In 2003, when we made the first synthetic virus, it underwent an extensive ethical review that went all the way up to the level of the White House.
"And there have been extensive reviews including from the National Academy of Sciences, which has done a comprehensive report on this new field.
"We think these are important issues and we urge continued discussion that we want to take part in."
Ethical discussions
Dr Gos Micklem, a geneticist from the University of Cambridge, said that the advance was "undoubtedly a landmark" study.
But, he said, "there is already a wealth of simple, cheap, powerful and mature techniques for genetically engineering a range of organisms. Therefore, for the time being, this approach is unlikely to supplant existing methods for genetic engineering".
The ethical discussions surrounding the creation of synthetic or artificial life are set to continue.
Professor Julian Savulescu, from the Oxford Uehiro Centre for Practical Ethics at the University of Oxford, said the potential of this science was "in the far future, but real and significant".
"But the risks are also unparalleled," he continued. "We need new standards of safety evaluation for this kind of radical research and protections from military or terrorist misuse and abuse.
"These could be used in the future to make the most powerful bioweapons imaginable. The challenge is to eat the fruit without the worm."
The advance did not pose a danger in the form of bio-terrorism, Dr Venter said.
"That was reviewed extensively in the US in a report from Massachusetts Institute of Technology (MIT) and a Washington defence think tank, indicating that there were very small new dangers from this.
"Most people are in agreement that there is a slight increase in the potential for harm. But there's an exponential increase in the potential benefit to society," he told BBC's Newsnight.
"The flu vaccine you'll get next year could be developed by these processes," he added

Israel Uses Senior Military Officers to Justify Killing

I was fortunate to attend a speech Tuesday by a senior military officer of the Israeli Defense Force, Col. Bentzion Gruber, speaking at Denver University on May 11, about the "morality and restraint" of the IDF in dealing with their "terrorist" neighbors... fortunate because this is the first time I have seen an Israeli propagandist lambasted for lying to his audience. Col. Gruber looked like he had been run over by his own bulldozers when a few knowledgeable members of the audience refused to sit quietly and have their intelligence insulted.
The meeting was sponsored by the Institute for Study of Israel in Middle East and the DU chapter of Hillel, a Jewish fraternity on campus. Gruber's lecture was called, "The Most Rigorous Military Code of Ethics in the World." Gruber is a Deputy Commander of the Reserve Division that served in Operation Cast Lead, the Christmas 2008 one month massacre in Gaza, which has, in fact, been followed by a blockade. He is now a reserve officer, but he also served during the Second Intifada (1998-02) during which Israeli forces killed 4789 Palestinians.
Gruber was interrupted constantly by individuals one-by- one who constantly challenged his facts. The resistance resulted from the efforts of eight to ten people who called a Mother's day strategy meeting in a Denver park. They know the only way to refute Gruber was not to allow one lie to pass unchallenged. It worked.

Many people will be exposed to airborne and waterborne chemicals as a result of the BP Gulf of Mexico spill. It is important to understand the potential toxic effects and take appropriate steps to prevent or reduce exposure and harm.
Crude Oil Fact Sheet
Crude oil contains hundreds of chemicals, comprised primarily of hydrogen and carbon (e.g., simple straight chain paraffins, aromatic ring structures, naphthenes), with some sulfur, nitrogen, metal, and oxygen compounds (see Table D-1 in CDC, 1999 linked below). Crude oil composition varies slightly by its source, but its toxic properties are fairly consistent. Chemicals such as benzene and polycyclic aromatic hydrocarbons (PAHs) are very toxic components of crude oil and of high concern. These and other chemicals are volatile, moving from the oil into air. Once airborne, they blow over the ocean for miles, reaching communities far from the oil spill. They can be noticed as petroleum odors. Those working on the spill and people far from it can be exposed to crude oil chemicals in air.
Chemicals being applied to the water, such as dispersants, are also of concern. We don't have chemical composition details at this time, so can't provide information on health hazards, beyond noting that most are reported to contain petroleum distillates, which pose health hazards when aspirated. Exposure
Exposure can occur through skin contact, inhalation of contaminated air or soil, and ingestion of contaminated water or food. These can occur simultaneously. Exposure pathways may result in localized toxicity (e.g., irritation of the skin following contact), but most health effects are systemic because ingredients can move throughout the body. Exposure varies based on the duration and concentrations in contaminated media. Differences may result from location, work and personal activities, age, diet, use of protective equipment, and other factors. Concurrent exposure to other toxic chemicals must be considered when evaluating toxic effects. Some chemicals in crude oil are volatile, moving into air easily, and these can often be detectable by smell.
Vatic Note: If you watch and read everything Zbig has said, or produced, you will see that he has told us all along, the way it is and the way its going to be, and even how they are going to do it. What surprised me about these series of videos below, is the prophetic nature of those calling for the NWO and trilateral commission to be disbanded for its agenda to globalize us and that is in 1981 and 1995. Its that arrogance, that, if they fail, will have brought them down. Now we may not win, but its going to cost way more than they wanted to pay. I can assure you of that with resistance in the millions and even the military and Law Enforcement they think they have brainwashed, may just turn out to not be as reliable as they would like. UNITED, WE ARE POWERFUL. And divided they will continue their current path into the worst dark ages ever to grace this planet and do so along the path of destruction of everything living.... our living planet, our wildlife, our seas, our people, our cultures, spiritual lives, and our individual lives. Its clear based on what they have done so far in that direction. It was the intentional massive destruction of our gulf that sealed it forever for me.
Zbig admitted that unelected private interests, think tanks and power brokers manipulate & influence world affairs

Brzezinski admits that these non-elected, exclusively private and elite organizations that pretend to be "think tanks" actually write, manipulate and influence policy when he was asked about his relationship with such examples of these institutions like the Council on Foreign Relations, Annual Bilderberg meeting and the notorious Trilateral Commission.
Brzezinski is the co-founder of the Trilateral Commission, a private group of powerful interests, mainly industry tycoons, international bankers and trans-national corporations. The Trilateral Commission lobbies for and writes policy for politicians around the world to make sure whatever decisions are made, they always benefit the interests of the 'think tank's members'. This circumvents "transparent" political systems such as a republic or a democracy. The whole point of a representative government like the democratic-republic of the United States is to prevent this very thing from happening.

Why isn't anyone saying anything about his candid remarks about such a treasonous circumstance? Probably because the public is largely unaware it is even taking place, seeing as how many of the members of these powerful groups like the Bilderbergs or Trilateral Commission include the owners and CEO's of major media companies that own the majority of what you hear, read or watch. Only a few reports on the Trilateral Commission have ever made it to the public and never aired again.

In the interview on C-SPAN, Brzezinski also described how the administration officials in the White House (the cabinet members) such as the National Security Advisor, overshadow the Secretary of State when it comes to Foreign Affairs. Bare in mind this is the position in which Brzezinski himself held during the Carter Administration.
Brzezinski claims that he would walk into the White House anytime he wanted to and influence the president on any decision he wanted. Brzezinski describes how the National Security Advisor can manipulate the system to eliminate dissident or alternative strategic policy in the White House where he said in the interview, "If you want to serve, create a situation in which you also have some upper hand on policy issues, it helps if you can have the opportunity say to the president, 'you know its about time the Secretary of State went on a trip to Latin America, we've been neglecting that region; And a nice ten day trip is really what's needed..."

Brezinski is not just the former National Security Advisor to Jimmy Carter, he was the man who created the Mujahideen and designed the Afghan-Soviet war as a means of drawing the Soviets into their own Vietnam style war, which ended up being the instrumental key to toppling the Soviets in the Cold War. Brzezinski served as the lead political advisor on foreign affairs to President Barack Obama during his campaign and Brezezinski remains a figure "unofficially" advising the President today.

The funding of the Mujahideen was and still remains the CIA's largest "on the books" operation in the agency's history to date, in terms of funding. It is the most expensive operation in history for any intelligence agency. The Mujahideen were well equipped by the CIA through the CIA's counterpart in Pakistan, the ISI. The ISI was setup by the CIA to perform this function. The ISI also received aid and organizing from the British Intelligence apparatus.
Israel provided the majority of the arms in the operation, which is very typical during the cold war. In fact, this kind of setup was common throughout the world during the cold war where the CIA would enter into a country and back the anti-communist interests, even if they were brutal dictators or terrorists, and it would obtain training and equipment (military weapons) from Israel, one of the CIA's oldest ally in the "War on Communism." The documentary film, Core of Corruption: In the Shadows, by New World Order Report's creator, Jonathan Elinoff, investigated the relationship that this network which setup Al-Qaeda back in the early 1980's under its then known name "Mujahideen" and how the ties between the ISI, CIA and Mossad (Israel's Intelligence Agency) were not severed after the Al-Qaeda group was established. But here is when the story gets interesting.
Many people are aware of the Project for the New American Century and this "think tank's" calling for a new "pearl harbor like event" that would be the emotional pre-requisite to a massive military offensive and strategic expansion in the middle east. What most people are unaware of is that Zbigniew Brzezinski himself wrote a book in the 1990s that called for this event as well and in his book he describe America's need to engage in conflict in the middle east to maintain superiority in the next century.

Many scholars describe Brzezinski as the Democratic Party's equivalent to Henry Kissinger. What a coincidence that this National Security Advisor "creates" Bin Laden for the CIA and gives Bin Laden his CIA status as an asset under the name we all now know was "Tim Osman" because of declassified and publicly disclosed documents. This very same advisor ends up writing books bragging about using Bin Laden and Al-Qaeda as a destabilizing force in the middle east to which the United States provides the order to the perceived chaos. Now Brzezinski is one of the key top advisors to President Barack Obama.
He is an Associate of Henry Kissinger and has been in Washington D.C. playing musical chairs for decades. Under Ronald Reagan, he was a member of NSC-Defense Department Commission on Integrated Long-Term Strategy and a member of the President's Foreign Intelligence Advisory Board. He is a Past member, Board of Directors, The Council on Foreign Relations. In 1988, he was the Co-chairman of the Bush National Security Advisory Task Force.
As a prominent member of the think tank known as the Council on Foreign Relations, Brzezinski has played more than just a role advising out government. He has actively worked in CIA operations and this should sound alarm bells that he is with the CFR. The Council on Foreign Relations claims to be just a think tank, but it has done a lot more than that, according to Professor Carroll Quigley the noted historian, polymath, and theorist on the evolution of civilizations. Carroll Quigley was Former President Bill Clinton's Mentor at Georgetown University. Quigley wrote a book, Tragedy and Hope: A History of the World in Or Time, one of the most famous books to discuss the global agenda for the western establishment.
The book was banned for over 20 years before it was allowed to resurface again. One distinctive feature of Quigley’s historical writings was his assertion that secret societies have played a significant role in recent world history. Seeing as how he was from the elite and taught them, he gave a credible background to the issue long raised by activists and free lance journalists.
Quigley exposed the origins of the Council on Foreign Relations as coming from a group called "The Round Table." HG Wells was a member of the group. The Council on Foreign Relations came out of a group of powerful interests who sought to destroy the monarchies of Europe and bring about the League of Nations.

Rockefeller, "Colonel" House, Jacob Schiff, Paul Warburg and the rest of the JekyllIsland conspirators were all deeply involved in getting us involved. Many of these financiers had loaned England large sums of money. In fact, J. P. Morgan & Co. served as British financial agents in this country during World War I.”

World War I officially began on June 28th, 1914 when members of the Illuminati Black Hand secret society assassinated Archduke Franz Ferdinand. Europe quickly polarized and warred for nearly a year before Americans were given their false flag reason to join. On May 1st, 1915 the British Naval cruiser “Lusitania” was scheduled for Liverpool, taking off from New York harbor loaded with 600 tons of explosives, 6 million pounds of ammunition, 1,248 cases of shrapnel shells, other war materials, and last but not least, American passengers.
The German embassy in D.C. was fully aware of the war materials being shipped into England on the Lusitania and tried to warn American travelers.
German embassy officials attempted to place full-page ads in 50 U.S. newspapers. Luckily, some papers were able to print the add against the wishes of this powerful interest group which later became the Council on Foreign Relations. This is a scan of that advertisement warning Americans not to board the ship.
Due to actions taken by the U.S. State Department and the private monopolies which bought up the media, 49 of those 50 newspapers never ran the ad.
Midday May 7th, off the coast of Ireland, the Lusitania was ordered to reduce speed, and “Juno,” its British military escort vessel, was ordered to withdraw.
The Round Table
British businessman Cecil Rhodes advocated the British Empire reannexing the United States of America and reforming itself into an "Imperial Federation" to bring about a hyper power and lasting world peace. In his first will, of 1877, written at the age of 23, he expressed his wish to fund a secret society (known as the Society of the Elect) that would advance this goal:
“To and for the establishment, promotion and development of a Secret Society, the true aim and object whereof shall be for the extension of British rule throughout the world, the perfecting of a system of emigration from the United Kingdom, and of colonization by British subjects of all lands where the means of livelihood are attainable by energy, labor and enterprise, and especially the occupation by British settlers of the entire Continent of Africa, the Holy Land, the Valley of the Euphrates, the Islands of Cyprus and Candia, the whole of South America, the Islands of the Pacific not heretofore possessed by Great Britain, the whole of the Malay Archipelago, the seaboard of China and Japan, the ultimate recovery of the United States of America as an integral part of the British Empire, the inauguration of a system of Colonial representation in the Imperial Parliament which may tend to weld together the disjointed members of the Empire and, finally, the foundation of so great a Power as to render wars impossible, and promote the best interests of humanity.”
In his later wills, a more mature Rhodes abandoned the idea and instead concentrated on what became the Rhodes Scholarship, which had British statesman Alfred Milner as one of its trustees. Established in 1902, the original goal of the trust fund was to foster peace among the great powers by creating a sense of fraternity and a shared world view among future British, American, and German leaders by having enabled them to study for free at the University of Oxford. Milner and British official Lionel George Curtis were the architects of the Round Table movement, a network of organizations promoting closer union between Britain and its self-governing colonies.
To this end, Curtis founded the Royal Institute of International Affairs in June 1919 and, with his 1938 book The Commonwealth of God, began advocating for the creation of an imperial federation that eventually reannexes the U.S., which would be presented to Protestant churches as being the work of the Christian God to elicit their support. The Commonwealth of Nations was created in 1949 but it would only be a free association of independent states rather than the powerful imperial federation imagined by Rhodes, Milner and Curtis. The Council on Foreign Relations began in 1917 with a group of New York academics who were asked by President Woodrow Wilson to offer options for the foreign policy of the United States in the interwar period.
Originally envisioned as a British-American group of scholars and diplomats, some of whom belonging to the Round Table movement, it was a subsequent group of 108 New York financiers, manufacturers and international lawyers organized in June 1918 by Nobel Peace Prize recipient and U.S. secretary of state, Elihu Root, that became the Council on Foreign Relations on 29 July 1921. The first of the council’s projects was a quarterly journal launched in September 1922, called Foreign Affairs. Some believe that the Council on Foreign Relations is a front organization for the Round Table as a tool of the "Anglo-American Establishment", which they believe has been plotting from 1900 on to rule the world.
Professor Carroll Quigley also argued that, although the Round Table still exists today, its position in influencing the policies of world leaders has been much reduced from its heyday during World War I and slowly waned after the end of World War II and the Suez Crisis. Today it is largely a ginger group, designed to consider and gradually influence the policies of the Commonwealth of Nations, but faces strong opposition. Furthermore, in American society after 1965, the problem, according to Quigley, was that no elite was in charge and acting responsibly.
American banker David Rockefeller joined the Council on Foreign Relations as its youngest-ever director in 1949 and subsequently became chairman of the board from 1970 to 1985; today he serves as honorary chairman. In 2002, Rockefeller authored his autobiography Memoirs wherein, on page 405, he wrote:
“For more than a century ideological extremists at either end of the political spectrum have seized upon well-publicized incidents ... to attack the Rockefeller family for the inordinate influence they claim we wield over American political and economic institutions. Some even believe we are part of a secret cabal working against the best interests of the United States, characterizing my family and me as 'internationalists' and of conspiring with others around the world to build a more integrated global political and economic structure - one world, if you will. If that's the charge, I stand guilty, and I am proud of it.”
Barkun argues that this statement is partly facetious (the claim of "conspiracy" or "treason") and partly serious – the desire to encourage trilateral cooperation among the U.S., Europe, and Japan, for example – an ideal that used to be a hallmark of the internationalist wing of the Republican Party when there was an internationalist wing.
However, the statement is taken at face value and widely cited by conspiracy theorists as proof that the Council on Foreign Relations (itself alleged to be a front for an "international banking cabal", as well as, it is claimed, the sponsor of many "globalist" think tanks such as the Trilateral Commission) uses its role as the brain trust of American presidents, senators and representatives to manipulate them into supporting a New World Order.
Conspiracy theorists fear that the international bankers of financial capitalism are planning to eventually subvert the independence of the U.S. by subordinating national sovereignty to a strengthened Bank for International Settlements with the intent to “create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole”. In a 13 November 2007 interview with Canadian journalist Benjamin Fulford, Rockefeller countered:
“I don't think that I really feel that we need a world government. We need governments of the world that work together and collaborate. But, I can't imagine that there would be any likelihood or even that it would be desirable to have a single government elected by the people of the world ... There have been people, ever since I've had any kind of position in the world, who have accused me of being ruler of the world. I have to say that I think for the large part, I would have to decide to describe them as crackpots. It makes no sense whatsoever, and isn't true, and won't be true, and to raise it as a serious issue seems to me to be irresponsible.”
Some American social critics, such as Laurence H. Shoup, argue that the Council on Foreign Relations is an "imperial brain trust", which has, for decades, played a central behind-the-scenes role in shaping U.S. foreign policy choices for the post-WWII international order and the Cold War, by determining what options show up on the agenda and what options do not even make it to the table; while others, such as G. William Domhoff, argue that it is in fact a mere policy discussion forum, which provides the business input to U.S. foreign policy planning. The latter argue that it has nearly 3,000 members, far too many for secret plans to be kept within the group; all the council does is sponsor discussion groups, debates and speakers; and as far as being secretive, it issues annual reports and allows access to its historical archives.
