In a classic case of misdirection, while the media are preoccupied with the fate of the Bush tax cuts, President Obama is preparing to attend a United Nations summit next week to endorse "innovative finance mechanisms"-global taxes-to drain even more wealth out of the U.S. economy.
A draft "outcome document [1]" produced in advance of the September 20-22 U.N. Summit on the Millennium Development Goals (MDGs) commits the nations of the world to supporting "innovative financing mechanisms" to supplement foreign aid spending.
The term "innovative financing mechanisms" is a U.N. euphemism for global taxes. But the document actually goes further, praising the "Task Force on International Financial Transactions for Development" for its work on the subject of mobilizing additional "resources" for countries to achieve the MDGs. This is a body tasked with proposing and implementing global tax schemes.
"We consider," the document says, "that innovative financing mechanisms can make a positive contribution in assisting developing countries to mobilize additional resources for financing for development on a voluntary basis. Such financing should supplement and not be a substitute for traditional sources of financing."
In other words, the revenue from global taxes should be in addition to foreign aid spending.
The document recognized the "considerable progress" made in this area, an acknowledgement that an international tax by some nations on airline tickets is already in effect and producing several billions of dollars of revenue for world organizations to fight AIDS and other diseases.
In an article in The Christian Science Monitor, under the headline, "Small global taxes would make a big difference for world's 'bottom billion,' [2]" the foreign minister of France and other officials of foreign nations endorse various forms of "innovative development financing." One of their proposals is a tax on international currency transactions that could generate $35 billion a year.
The proposal, popular at the United Nations for decades and long-advocated by Fidel Castro, is called the Tobin Tax and named after Yale University economist James Tobin. Steven Solomon, a former staff reporter at Forbes, said in his book, The Confidence Game, that such a proposal "might net some $13 trillion a year…" because it is based on taking a percentage of money from the trillions of dollars exchanged daily in global financial markets.
He is referring to the fact that once such a tax is in place, it could be easily raised to bring in hundreds of billions of dollars or more a year to the U.N. and other global institutions.
Such financial transactions through banks and other financial institutions are commonplace on behalf of Americans who have stock in mutual funds or companies that invest or operate overseas. Hence, such a global tax could affect the stocks, mutual funds, and pensions of ordinary Americans.
The term "small global taxes" brought a stunned reaction from Senator David Vitter, when he was told of what is being proposed in advance of the U.N. summit. Vitter introduced Senate resolution 461, "Expressing the sense of the Senate that Congress should reject any proposal for the creation of a system of global taxation and regulation," to put the Senate on record against any such measure. He has vowed to maintain pressure on the world body to avoid implementing any of these schemes and thinks that the Congress has to use whatever financial leverage it has to frustrate U.N. demands for more power and authority in world affairs.
The Vitter resolution was sent to the liberal-controlled Senate Finance Committee, which declined to act on it.
Obama has been a major U.N. supporter since he was in the Senate and sponsored a bill, the Global Poverty Act (S 2433), to force U.S. compliance with the MDGs. Joseph Biden, then chairman of the Senate Foreign Relations Committee, tried to get it passed into law but ultimately failed.
As President, Obama is in a position to actively promote global taxation measures and clearly has done so. The "outcome document" his administration has already endorsed will be formally approved at next week's summit.
The document affirms the so-called "Monterrey Consensus" that committed nations to spending 0.7 percent of Gross National Product (GNP) on official development assistance (ODA), otherwise known as foreign aid. It says that "The fulfillment of all ODA commitments is crucial, including the commitments by many developed countries to achieve the target of 0.7 percent of gross national product (GNP) for ODA to developing countries by 2015…"
Over a 13-year period, from 2002, when the U.N.'s Financing for Development conference was held, to the target year of 2015, when the U.S. is expected to meet the Millennium Development Goals, this amounts to $845 billion from the U.S. alone, according to Jeffrey Sachs of the U.N.'s Millennium Project [3].
"We have fully embraced the Millennium Development Goals," Obama told the U.N. in 2009.

Vatic Note: This is a very interesting take on a very old subject. I had read before and posted in one of our blogs that the Queen literally owned all the land in Canada and not as monarch, but as a person and she literally stopped the parliament when they went against her wishes. That is power over an entire nation. What about the Canadian people, do they know about all this??? She has dreams of reclaiming the old British empire back again. Remember it was the British that led the movement and shoved for Israel to be a state in Palestine. Now Rothschild owes here and I wonder if we are the payback. I feel sorry for New Zealand, Scotland, Canada, and Australia. There biggest problem is us here in this country. Not the government obviously, but the people who are mightily armed and lots of assets are exposed that they own. Since his July 27 article appeared on this website, Ken's site http://www.basicfraud.com/ has been hacked and demolished, as Satanists promised it would be. The site argues that former British colonies, Australia, New Zealand and Canada never actually achieved independence. World government is an extension of the "British Empire" and independence would have been a step in the wrong direction. So they faked it. (VN: I knew it.... the Queen really only came here as her minions and relatives were in charge now and busy bringing the USA back into the British fold through Rothschilds banking and Israeli connections, damn, no way).
Their "elected Government and entire Judicial Systems are totally unlawful, fraudulent and invalid...This has enormous ramifications when considering International Treaties entered into by the these Governments, any political appointments, the banking laws, the whole Court System, taxation, just to name a few, have NO legitimacy and are totally null and void."

As the NWO project has progressed, it has been very difficult to anticipate accurately how things are going to unfold.
9/11, for example, caught us completely off guard, and who could have predicted how rapidly the entire Constitution could be dismantled, along with international law, and have it all accepted by most Americans? Some things happen faster that we expect. With Iran, on the other hand, it seemed attack was imminent many times in the past few years, and yet it still hasn't occurred. Some things happen slower.
And then they throw things at us like the swine flu non-pandemic, and we still don't know what it was about. It certainly had nothing to do with public health, and pharmaceutical profits just doesn't seem like a strong enough motive for such a vigorous global campaign of disinformation. Perhaps it was all just to keep us off balance and confused, as we tried to find some rational scheme behind the fiasco. Or perhaps it was to test our various social defenses against vaccine warfare.
There is a lot of documentation about the New World Order, from the elites themselves, and other kinds of evidence. There are a few outcomes that are definitely included in the plans, even if we don't know the timing. These include world government (in essence if not in name), centralized control of currencies, drastic depopulation, and a major nuclear war.
We need to recognize that this is no longer something in the future, something that might happen or might not happen. We are now in the midst of the switchover process. The toxic-bubble- collapse- bailout project was a clear sign that the switchover process has now been launched. With that one move, essential sovereignty was transferred from national governments to the financial elite. Greece is the poster child of this transfer, but it applies throughout the West. The Greece 'crisis' was a psy-op event aimed at giving other governments an excuse to tighten down austerity. It was like whipping one slave in front of the rest, so the rest will behave.
Once we recognize that the switchover process has begun, then we have no reason to expect it will proceed piecemeal, or at a slow pace, like an unfolding TV series. Instead we are seeing parallel assaults from different directions. And in any assault, it usually makes sense to get it over as quickly as possible, as we saw with the 9/11 assault on the Constitution.

See the Gulf of Mexico oil spill not as an engineered environmental disaster but rather a savvy political move that diverts attention from foreclosure action by foreign financiers.
The lands have been offered by successive elected governments as collateral for the enormous cumulative debt of today. The Federal Reserve has issued unlimited debt instruments as fiat and electronic currency to government only through consent of its foreign owners. Ten foreign financial institutions are the corporate owners of the world's biggest alchemy machine, the Federal Reserve system.
Government is an agent of Plutocracy to transfer wealth from serfs to aristocrats. And the military serves to protect the economic interests of Plutocracy. Until recently the US has been Plutocracy's chief global policeman to enforce foreclosure and inflict punishments. Busily policing and bullying other nations, US citizens have yet to understand the time has come to foreclose upon the lands of the New World of Amaracu (America).
Its predicted that the USA would begin balkanization in 2010 through secession and civil war. Professor Panarin's map depicts 4 new zones on the continent. Secession and civil war will come, but the initial phase of the lands restored to foreign ownership by foreclosure appears to be by an engineered environmental disaster that will undoubtedly trigger ubiquitous social convulsions.
See the Gulf action as part of a larger political process to balkanize the USA, restoring the land to its legal foreign owners to partition as they see fit. Now that the USA is effectively a bankrupt sovereign nation, the region east of the Mississippi from the Gulf to the Great Lakes/Canada is the first designated zone of an agreed-upon foreclosure target.
Worry little about the oil spill. There exist bacteria and other mechanisms that can eliminate the nuisance of the oil. Besides, naphtha and gases leak regularly from earth's crust and generally pose little harm.
Worry about Corexit. Corexit is the chief toxin of depopulation and mind control through unhealthy blood leakage into the body and brain; it also has a chemical prophylactic to neutralize its toxins. After the body absorbs corexit, blood leakage weakens human immunity and any energy that might otherwise be directed to resistance is suppressed (BP executives are unlikely to get ill from corexit).
The aforementioned comment does not detail the history of the original owners of the lands of the New World, their legal heirs, and the skulduggery and machinations which finagled a temporary Constitution that was replaced with corporate ownership in the fashion of The Virginia Company in the time of Lincoln. Each sitting President since the civil war has acted properly as a CEO of the corporate US.

Critical History - The U.S. is a CORPORATION
On the Fourth of July 1776,
the American states were united at war with Great Britain and had just declared their Independance. But what did it mean? What does it mean now? - Independence. This nation acted like one of England’s colonies for hundreds of years and in that time had grown to become one of Great Britain’s most productive resources. Then the French American War began and England came to defend the “colonists” incurring great debts and finally winning the war. Britain decided that it needed to keep troops here even though it did not have sufficient forts and that it could not afford to build such forts; therefore they decided to compel the people here to quarter the British troops in their homes with room and board; for protection of such troops they confiscated the peoples guns; the King also created a sales tax. The rights of the colonists became so abused that it became necessary to stand against Great Britain’s abuse over, “the last straw” — though most of the sales taxes were dropped, on a few key imported items like tea and shugar they went from from 3% to 6%. In response, rather than paying the increased tax, some of the colonists had a party (the Boston Tea Party) and threw a load of tea into the harbor; while others formed the Declaration of Independence and went to war.When the War was over they formed a new foundational document, The Articles of Confederation, that document recognized this nation as a nation made up of independent sovereign United States, and gave the name “The United States of America” to the new government. Many of the people of this new nation felt that it was wrong to leave England. Sure there were rights violations but those were livable and their future was a certainty as an English Colony. Now that they were on their own nothing at all was sure.
Over the next ten years conditions in this country continually got worse. The individual States gave little regard to any other State and paid nearly no attention at all to the central government. After ten years of independence from Great Britain conditions were far worse than they had ever been under Great Britain’s rule and protection. Many wanted government officials to go back to Great Britain and beg the King to take us back, and they almost did.

The purpose of the federal government’s neglect of protecting the border with Mexico is so that illegal immigrants can pass through it, virtually at will, in order to create a nearly open border. False Flag (choreographed catastrophes) operations have been used for generations for various motives: the seizure of additional land and/or natural/mineral resources (domestic or foreign), the acquisition of cheap labor, economic destabilization, the military depopulation of indigenous populations, the destruction of religious or political ideologies, the establishment of political tyranny or a coup d'état (as experienced after 9/11 with the establishment of the PATRIOT Act and the Department of Homeland Security), to assist an allegedly threatened ally or to protect U.S. citizens living in a foreign country.
The foundational factor in the majority of all false flag operations is the imposition of greater restrictions on worldwide residential populations in order to implement internationalism or globalism, formerly known as the utopian New World Order under the direction of an elite hierarchy.
False flag catastrophes include terrorist attacks, assassinations of political leaders, “natural” disasters, industrial “accidents,” armed assaults against citizens (Waco, Ruby Ridge, Kent State), economic assaults in the form of economic crashes like 1929 or more recently the banker bailouts, both massive redistribution scams. The prevailing feature in all of these circumstances, whether manmade or “natural,” is the transference of culpability followed by the government’s predictable exploitation of any and all circumstances.

I have to confess. So what is this best-selling political tract of the 20th century, the reading of which carried the death penalty in Stalinist Russia, lauded by the likes of Henry Ford and Winston Churchill, and then loudly condemned for the past 60 years since it was briefly declared an anti-Semitic forgery (in a Swiss court in 1935 overturned by the Appeals Court in 1937)?
The bile aside, it is in fact a series of 24 mostly articulate, well-argued lectures outlining a plan for world capitalist domination, with sharp political and social analysis, lots of Machiavelli and a Marxian sophistication in its understanding of capitalism and historical processes. Briefly, it outlines a plan of world conquest by first establishing world government by consent. As with any brilliant political analysis, it has been denounced, dismissed, misinterpreted and banned. And made very good use of by those lusting for world power.

The Protocols of the Learned Elders of Zion Explained - Part I - Fraud or Real?
Vatic Note: During research on another blog posting, I discovered these protocols and in reading them, I realized how accurately they portrayed our society and globe today and all that was going on. You have to do more than "read" them, you have to "study" them. I have no idea who wrote them, but it has been confirmed by experts that they are over 100 years old. Now, I have read speculation That Rothschild wrote them back when Sabbatean Frankism was very popular and pervasive through the Khazar community, but I have not seen any proof to that fact. However, what is clear in reading them, is that whoever wrote them either used them as a blueprint to the letter, or they were completely prophetic since we are seeing almost exactly TODAY what they wrote that long ago. Keep in mind the language was difficult since it was the writings of the day and that is why you have to study them not just read them. This below is a very good beginning on an indepth treatment and education of these protocols and we will be doing a series on them based on his work, and since we are almost at war ONCE AGAIN led there by the same international bankers who led us to world war twice before, I would say it behooves us to study these and shine the light of transparency on what is happening to our world and our nation. New York National Guard Units Scan Vehicles For Gun Confiscations

Dmitry Medvedev, the Russian president, said Moscow was bidding to help lead efforts to build a new world economic order after the old system collapsed in the global financial crisis.
Opening Russia’s annual economic forum in St Petersburg where hundreds of global chief executives have flocked, Mr Medvedev said the renewed interest in Russia this year was a sign of a changing world in which the institutions of the western-dominated world order had had their day amid thousands of corporate defaults and the threat of sovereign defaults.
“What had seemed untouchable has collapsed. The bubbles that created the illusion of flourishing economies have burst,” Mr Medvedev said. “For Russia this situation is a challenge and an opportunity. We are living in a unique time. And we should use it to build a modern, flourishing and strong Russia ... which will be a co-founder of the new world economic order and a full participant in the collective political leadership of the post-crisis world.”
Mr Medvedev insisted “Russia has changed” in the past year as it sought to pursue a course of “smart politics” that would leverage its competitive advantages in the raw materials sector, while shifting emphasis towards modernising the economy and focusing on boosting innovation over resources.
Acknowledging that the country still had a great deal to do to meet these aims, Mr Medvedev laid out a series of new initiatives that aim to boost its attractiveness as an investment destination. “Russia needs a real investment boom”, in order to achieve its modernisation goals, he said. To stimulate that, Mr Medvedev announced Moscow would introduce zero taxation on capital gains for companies working on long-term investments starting from January next year and said Russia was improving the legal system to provide better protection for businesses against the long arm of bureaucracy.
He added Russia had already simplified migration procedures to help attract “highly-qualified specialists” working in investment and high-tech sectors into the country.
Responding to criticism that Russia’s approach to building an innovation economy was driven from the top down and state interference could hinder development, Mr Medvedev said the state would concentrate its efforts on fostering a good business climate. “No matter how many state-owned companies we have, modernization will happen, above all, through private business. And only if there is competition,” he said. “The state should not tear down the apples from the tree of economics. What the government should do is help grow our apple orchard, develop our economic environment.”
Mr Medvedev said he was cutting the list of strategic enterprises five fold in order to reduce the role of the state in the economy and foster more private initiatives.

Reframing the 9/11 Litmus Test

The 9/11 Litmus test metaphorically turns the face of public figures the patriotic blue or red of the America flag depending on whether they are coolly repeating elements of the government's 9/11 story in order to justify national security measures and military actions or they are hotly belittling alternative 9/11 views as crazy, nutty, loony, conspiracy theories.

Acting in this manner, our public figures have to date seemingly passed their 9/11 Litmus test and thereby continued to reap the rewards that maintain them in their public place as "respected" politician, news anchor, political columnist, professor, etc. Questioning any aspect of 9/11 and specifically the government has been tantamount to failing the 9/11 Litmus test with consequences that include political or professional discreditation and involuntary job loss.
Math- and science-challenged Americans ought well remember that white is the third color both of their patriotic flag lapel pins as well as of the simple chemistry Litmus test. Namely, when the Litmus paper remains white in a given solution, (a) the solution may be neither acidic nor basic, or (b) the solution may be known acidic or basic and the test paper isn't Litmus paper.
When over 1,100 architects and engineers sign a petition to call for a new, independent investigation into the destruction of the three World Trade Center towers on September 11, 2001, the 9/11 Litmus reaction in the corporate mainstream media was: white. Or white out, clear, blank, and silent. It wasn't meaningfully covered (and Tiger Woods was).

A child-sex scandal that threatened to destroy Tony Blair's government last week has been mysteriously squashed and wiped off the front pages of British newspapers.
Operation Ore, the United Kingdom's most thorough and comprehensive police investigation of crimes against children, seems to have uncovered more than is politically acceptable at the highest reaches of the British elite.
In the 19th of January edition of The Sunday Herald, Neil Mackay sensationally reported that senior members of Tony Blair's government were being investigated for paedophilia and the "enjoyment" of child-sex pornography:
"The Sunday Herald has also had confirmed by a very senior source in British intelligence that at least one high-profile former Labour Cabinet minister is among Operation Ore suspects. The Sunday Herald has been given the politician's name but, for legal reasons, can not identify the person.
There are still unconfirmed rumours that another senior Labour politician is among the suspects. The intelligence officer said that a 'rolling' Cabinet committee had been set up to work out how to deal with the potentially ruinous fall-out for both Tony Blair and the government if arrests occur."
The allegations are the most serious yet levelled at an administration that prides itself on the inclusion in its ranks of a high quota of controversial and flamboyant homosexual men, and whose First Lady, Cherie Blair, has come under the spotlight for her indulgence in pagan rituals that resemble Freemasonic rites.
