Returning to his home in Toronto following a brief visit to the States last December, author Peter Watts had the misfortune of being "randomly selected" for a search by members of the Regime's Border Guards Directorate stationed at the Blue Water Bridge in Port Huron, Michigan.
The science fiction novelist's bad luck was exacerbated by a momentary miscommunication: He saw a "flicker of motion" outside his car that he assumed was a wave, rather than a demand to pull over. His passenger understood what was happening, and urged Watts to pull over -- which he did.

After Watts hesitated, one of the guards seized his arm. This provoked a predictable "flinch response" from Watts, who pulled his arm away.
For reasons that make perfect sense to those attuned with Kafka's sense of reality, American law enforcement officers often construe the act of pulling away from their unwanted physical contact as a form of "assault" -- and thus as a pretext for the summary administration of "street justice."

Britain's airspace was closed under false pretences, with satellite images revealing there was no doomsday volcanic ash cloud over the entire country.
(VN: notice its not over europe either, so our reports we received here from overseas were accurate and the international news were misleading either because they didn't follow up on the various gov reports or they knew and chose to support the NATO Nuke War games going on at the time)
Skies fell quiet for six days, leaving as many as 500,000 Britons stranded overseas and costing airlines hundreds of millions of pounds.
Estimates put the number of Britons still stuck abroad at 35,000.

However, new evidence shows there was no all-encompassing cloud and, where dust was present, it was often so thin that it posed no risk.

Jim McKenna, the Civil Aviation Authority's head of airworthiness, strategy and policy, admitted: 'It's obvious that at the start of this crisis there was a lack of definitive data.

Mark Tanzer, chief executive of Britain's ABTA, which represents British travel agents and tour operators, said about 100,000 stranded British travellers should have been returned home by Monday morning.
About 35,000 more will remain marooned until Friday, the group said.
'While most flights are back to normal, and most stranded British passengers will be back by the end of this weekend, there is still quite a high level of disruption in some destinations.
'In some areas of the world, there is a significant lack of air capacity to enable British people to be returned quickly,' Tanzer said.
Many Icelandic airports are closed and though authorities say Eyjafjallajokull is now producing much less ash, they confirmed no signs of the eruption ending.

(NaturalNews) It has been so long since the federal law regulating tap water has been updated that since 2004, more than one-fifth of the U.S. population has consumed tap water that the government classifies as toxic, but still approves for human consumption.
"People don't understand that just because water is technically legal, it can still present health risks," said Pankaj Parekh, director of water quality for the City of Los Angeles.
Even though more than 60,000 chemicals are used in the United States each year and most have never been tested for human safety, the Safe Water Drinking Act regulates only 91 different toxins. Many of these are regulations have not been updated since the 1980s or even since the law was first passed in 1974. The law does not take into account newer findings that certain chemicals can be more toxic in combination than separately. To top it off, not a single chemical has been added to the law since 2000.
Science has passed the law by, as researchers have identified hundreds of new chemicals that can cause cancer or other diseases if consumed in tap water. Many of these chemicals are even regulated by some federal agencies, yet are still allowed in tap water. An analysis by the New York Times of 19 million drinking-water tests found that since 2004, more than 62 million people have consumed fully legal tap water that contained contaminants at levels violating at least one federal health guideline. Likewise, numerous scientific studies suggest that millions of people a year become sick from toxins contained in drinking water.
Yet many of these diseases take a long time to appear, and can never be definitively linked to tap water.
"These chemicals accumulate in body tissue. They affect developmental and hormonal systems in ways we don't understand," said Linda S. Birnbaum, director of the National Institute of Environmental Health Sciences. "There's growing evidence that numerous chemicals are more dangerous than previously thought, but the EPA still gives them a clean bill of health."

The State Department's Bureau of Democracy, Human Rights, And Labor recently released a report on the human rights situation in Iraq that also included a section on crime.

What could have been a funny frolic for a couple of stoned students, has turned out to be a false flag operation to exonerate ISAF/UK/USA for clandestine promotion of narco-caliphate in Afghanistan and shift the blame squarely on the USSR. To detox this opium opus, I’ll examine the validity of its claims against the facts:
Part one: alibi for NATO and number-crunching for dope management
For starters, the flashy headline, “In Afghanistan, Poppy Eradication Pits Russia vs. NATO”, jars with the opening, which splendidly omits NATO from any association or participation in US & UK narco-policy, financially or otherwise:
‘Despite having spent over $1 billion on counter narcotics programs in Afghanistan since 2002, including eradication efforts, the U.S. and the U.K. have failed to curb the illicit drug industry.’
The only way to reconcile this contradiction is to come clean that NATO is a new abbreviation for US/UK military joint venture. Now, let’s check the numbers:
According to GAO AFGHANISTAN DRUG CONTROL March 92010 report, ‘Since 2005 the US has allotted approximately $2.5 billion’ on [counter?] narcotics alone, (p.3) with additional $1.4 billion for alternative development and agriculture programs, (p.4). – which means that overall, the US has wasted, siphoned off or invested in Afghan drug control a whopping amount of $3.9 billion – without the UK input.
This margin of error with dates (2003-2005) and dollars (1- 3.9 bln) in the first paragraph about the US & UK gives a fair feel what to expect when it comes to ‘analyzing’ the Soviet role and Russian stance on drug disease in Afghanistan.
‘The massive decrease in eradication reflects NATO’s new emphasis on attacking entrepreneurs [?] who benefit from the drug trade higher up the value chain, while sparing the lower-level participants, such as farmers. ’
Only dedicated joint chain smoker could exhale such a fairy cloud:
The concept – to compensate eradication decrease by interdiction increase – seems a sound proposition in theory and on paper, but in practice, it’s utter wishful thinking in Afghanistan. Ask the former governor of Helmand, aka anti-Soviet freedom fighter, what happened after he was accidentally ‘interdicted’ with a few tons of opium is his mansion. The Afghan viceroy has twisted this concept into subterfuge: full stop to eradication and non-start to interdiction.

To call narco terrorists ‘entrepreneurs & participants’ would be appropriate in the context of ‘Transnational Dope Enterprise’. In this case, it’s a rather self-incriminating way to show the true colors and demonstrate the attitude.
Part two: opium sci-fi fantasy or hands off drug plantations
This is an appeal to the CIA credentials and anathema to herbicides Spike and Weed-B-Gone as a last resort to discredit aerial eradication. Tough luck, because:
On the drug issue, the CIA operates at cross purposes with the DEA & SOF – the one promotes it, the others fight it. Despite all the talk about the difference between the Northern & Southern part of the Republic of California, to dial 911 to Langley for beefing up the argument is hardly politically correct or a shoo-in even in Monterey. Hollywood has accurately captured this dope narrative in no uncertain terms: the good guys, DEA and Green Berets vets vs. the bad guys, CIA renegades’ drug network.
To equate aerial eradication (the best method) with the toxic herbicides of the last century, Spike or Weed-B-Gone (the worst means) is a glaring example of scare mongering & disinformation shtick. I respectfully disagree with the most prominent Republican Californian, Dana Rohrabacher, on many issues, but heartily embrace his views on Afghan drugs remedy: “Opium production obviously remains a great challenge. Micro-herbicides can provide a solution. The State Department for years has refused to test this anti-opium poppy-killing fungus, though I saw to it that money was budgeted for such testing.” (The Washington Times, March 3, 2009). I can only add that fungus, as an organic, not a chemical substance, is the best match for aerial eradication to wipe out the root-cause of narco-terrorism.
Part tree: the Wilson War blame game
Herein comes the Cold War shower of clichés, just as I warned you from the outset:
‘It was the Soviet invasion of Afghanistan that helped propel the country into the realm of industrial-scale narcotics production… Soviet scorched-earth operations resulted in the destruction of one-quarter to one-third of all irrigation systems.’
First, the Soviet COIN in Afghanistan (as declassified DIA files properly attested) has been meticulously documented by the US National Archive, without any shred of evidence to substantiate such USIA canards.
So back to the first question: who propelled Afghanistan into a ‘full-blown narco state’?
This is what Alfred W McCoy had to say on Fool’s Day in Asia Times:
“The answer to this critical question lies in the history of the three Afghan wars in which Washington has been involved over the past 30 years – the CIA covert warfare of the 1980, the civil war of the 1990s (fueled at its start by $900 million in CIA funding), and since 2001, the US invasion…In each of these conflicts, Washington has tolerated drug trafficking by its Afghan allies as the price of military success – a policy of benign neglectthat has helped make Afghanistan today the world’s number one narco-state…the CIA covert war served as the catalyst that transformed the Afghan-Pakistan borderlands into the world’s largest heroin producing region”.
Here’s the real McCoy answer to the second implied question: In addition to the USAID disastrous irrigation project in Helmand that resulted in land salinization, who later destroyed the unique treasure of Afghan agriculture – high-value added perennial tree crops, including walnut & pistachio?
“While the Soviets simply blasted the landscape with firepower, the Taliban, with an unerring instinct for their society’s economic jugular, violated the unwritten rules of traditional Afghan warfare by cutting down the orchards on the vast Shomali plain north of Kabul”. What shall I say? Bull’s eye!
Mission accomplished
With the toxic target identified, engaged & neutralized – without collateral damage, excessive force, or overkill – let me run the last pass on my KA-50 over the smoke-belching debris and release the warning flare on the way home.

S 510, the Food Safety Modernization Act of 2010, http://www.govtrack.us/congress/bill.xpd?bill=h111-2749 may be the most dangerous bill in the history of the US. It is to our food what the bailout was to our economy, only we can live without money.

The United Nations declared 2008 the year of the global food crisis even before prices peaked [2], and an estimated 150 million were added to the world’s hungry that year [3]. Although food prices have fallen from their peak, they remained well above 2002 levels;.By the end of 2009, more than a billion people are critically hungry, with 24 000 dying of hunger each day, over half of them children [3, 4]. The UN Food Programme faces a budget shortfall of US$4.1 billion.
The UN’s special rapporteur on the right to food Olivier de Schutter blames [5] “inaction to halt speculation on agricultural commodities and continued biofuels policies”, and warns of a rerun of the 2008 food price crisis in 2010 or 2011. What happened in 2007-8 was a “price crisis, not a food crisis”, he says, precipitated by speculation in the financial market that was not linked to insufficient food being produced.

U.S. and Iraqi officials have today announced that two “Al-Qaeda in Iraq” leaders have been killed in an air strike carried out by American troops. A major flaw in the story that seems to have been overlooked, is that both of the men have already been reported captured and killed on several occasions, with U.S. officials also having previously declared one of them a “fictional character” that was invented by the other!
The Washington Post [2] reports:
The deaths of Abu Ayyub al-Masri, the leader of al-Qaeda in Iraq, and Abu Omar al-Baghdadi, the head of an umbrella group that includes al-Qaeda in Iraq, should disrupt insurgent attacks inside the country, officials said. Their slayings could also provide Prime Minister Nouri al-Maliki (pictured above) with a decisive political boost at a critical time.
“The death of these terrorists is potentially the most significant blow to al-Qaeda in Iraq since the beginning of the insurgency,” Gen. Ray Odierno, the top commander of U.S. troops in Iraq said in a statement. “There is still work to do but this is a significant step forward in ridding Iraq [of] terrorists.”

United States military officials confirmed that Iraqi security forces had killed the two men. “The death of these two terrorists is a potentially devastating blow to Al Qaeda in Iraq,” the American command said in a statement.
He (the Iraqi prime minister) said the house was destroyed, and the two bodies were found in a hole in the ground where they had apparently been hiding.
Bizarrely, the Reuters piece quotes the Iraqi prime minister pinpointing the location of the raid as “a house in Thar-Thar, a rural area 50 miles west of Baghdad that is regarded as a hotbed of Qaeda activity”, however, the Washington Post report quotes U.S. officials saying the raid occurred “a few miles southwest of Tikrit”. If you look at a map of Iraq, those two descriptions do not entirely add up, unless you consider “a few miles” to be over 100. Certainly a more specific location could have been given.
However, that is perhaps the least of the problems surrounding this story.

U.S. and Iraqi officials have today announced that two “Al-Qaeda in Iraq” leaders have been killed in an air strike carried out by American troops. A major flaw in the story that seems to have been overlooked, is that both of the men have already been reported captured and killed on several occasions, with U.S. officials also having previously declared one of them a “fictional character” that was invented by the other!
The Washington Post [2] reports:
The deaths of Abu Ayyub al-Masri, the leader of al-Qaeda in Iraq, and Abu Omar al-Baghdadi, the head of an umbrella group that includes al-Qaeda in Iraq, should disrupt insurgent attacks inside the country, officials said. Their slayings could also provide Prime Minister Nouri al-Maliki (pictured above) with a decisive political boost at a critical time.
“The death of these terrorists is potentially the most significant blow to al-Qaeda in Iraq since the beginning of the insurgency,” Gen. Ray Odierno, the top commander of U.S. troops in Iraq said in a statement. “There is still work to do but this is a significant step forward in ridding Iraq [of] terrorists.”

New information has come to light concerning the Polish plane crash that killed the main figures of Poland's government, including its President.
According to investigative reporter Jane Burgermeister, the black box indicates no mechanical issues with the plane and no interference on the part of Poland's President to force a landing of the plane against the wishes of the pilot.
In addition, there is no indication at all from the recovered record that the plane attempted several landings, as reported by Russian officials. The plane attempted to land only once.
Discrepancies also exist with regard to claims by Russian officials regarding crash logistics, the ability of the pilot to speak Russian, and other official statements that do not square with the facts.
In addition, no bodies nor their possessions were found in video footage taken after the crash . Videos of the crash scene indicate nothing but wreckage. This is due to the fact that the deceased and their possessions were removed by Russian officials and taken to Moscow. Russian officials were also observed making curious changes to runway lights and tampering with radar equipment.
All forensic evidence concerning the crash was removed by Russian officials, making it impossible for Polish officials to examine this evidence. However, a video taken briefly after the crash is now being examined by Polish forensics specialists. The video captures small caliber gun shots being fired after the crash.

Doctors are wrapping babies in vaccine "security blankets" to protect them from disease in a little-known tactic called "cocooning."
Cocooning is a way of wrapping infants too young to be vaccinated against pertussis in a blanket of immunity. Pertussis is commonly called whooping cough because of the distinctive "whoop" gasping sound an infected patient makes when he or she coughs. Physicians say if the baby is too young to get vaccinated, the next best thing is to ensure the people near the baby are healthy. Cocooning vaccinates the baby's mother and other relatives near the child with the protective pertussis shot, explains Texas Medicine magazine, the official publication of the Texas Medical Association (TMA).
This technique is important, physician experts say, because infants are most likely to contract whooping cough, and it can make them very ill. Statistics bear that out. The Texas Department of State Health Services reports that, as of early December, the only Texans who died from pertussis last year were babies younger than three months old.
Infants are too young to be immunized against pertussis so they stand a greater chance of getting sick from it. They cannot receive their first pertussis vaccine until they are 2 months old, and are not fully protected until they receive multiple doses, usually when they reach 15 to 18 months old.
Health officials have begun cocooning infants in the Williamson County area north of Austin, due to a serious pertussis outbreak there. Far more Williamson County residents have contracted whooping cough than the state average - approximately 185 cases per 100,000 residents in 2009, compared with fewer than 10 people per 100,000 statewide as of early December.
"The goal of the cocooning project is that everyone who comes in contact with a newborn infant receives a Tdap vaccination," says David W. Martin, MD, chief medical officer of St. David's Round Rock Medical Center in Round Rock, in the heart of Williamson County. Tdap is the tetanus, diphtheria, and pertussis vaccine for adults. The Centers for Disease Control and Prevention recommends infants receive the first three doses of the DTaP (child version) vaccine at 2, 4, and 6 months of age. Children then should receive the fourth shot between 15 and 18 months of age, and a fifth when they enter school, at 4 to 6 years of age.
In the Williamson County cocooning project, physicians and other health officials attempt to educate and administer the Tdap shot to mothers who come to the Round Rock hospital to deliver their babies. Strategy & Tactics for the "People-to-People" Initiative - A Beginning

I. Introduction
The People to People initiative was begun to unite the people of various countries together to stand against the few and to do so within their POWER as a United Force for Good for themselves, their cultures, religions, and nation states. We completed and approved a Mission statement that still has some kinks to work out, but essentially, it is done. Now comes the strategy and tactics to impliment that mission/goal of the group.
In dealing with this part of the agenda, it became clear early that this entire project will need to be taken on from many different levels. Any strategy has to begin with each of us within ourselves before we can change our world. The world we are inheriting is because we created it with manifesting ourselves into the reality/life in the condition we are each in. We need to change how we see and believe about our world, then we can bring the rest of the world with us. Once we "begin" work on our internal selves, then we can simultaneously begin adopting the actions and behavior we wish to see in our new world and begin to lead by example. Return to the values of integrity, caring, loving and helping our neighbor, leave fear and hate behind.
How do we do this? Well fortunately when we called for tactics and strategy, we were lucky enough to get responses from some who believed that "change first comes from within" and they provided those suggestions as a foundation for all other changes that will be derived from our own changes within. These suggestions can be applied by all of us through whatever religion, philosophy or beliefs we carry and simply need to be adopted by ourselves to our beliefs. That is easy to do since almost all beliefs with the exception of satanic or Molech beliefs, are geared toward the human spirit and its nurturing and wonderment.
II. Strategy 1: Change Our Map of Internal Reality
This strategy requires daily work, and maybe twice a day depending on your commitment to it. This will not only change our external world ultimately, but will change our personal lives as well. When you enter into any venture with your whole being, then it becomes critical that "wholeness" is grounded in the right energy.
This piece of strategy and tactics was given to us anonymously and thus I am passing it on to you in the same way. Please read and implement as a beginning and continue daily while we work on the other strategies and tactics that will be coming down the line. There is a part II to our internal work which will follow this first part. I deeply believe, when I read this, that this is and was the foundation for what lies ahead, it can only happen this way as a beginning "BY FOCUSING AND BECOMING THE CHANGE WE WANT TO SEE". .
III. Tactic and Practice:
A peaceful tactic to begin manifesting a new world is to visualize the world we would like to live in....doing this every day for five to fifteen minutes. As many of you are aware, this is a powerful "action" to take "together". Some suggestions to visualize are:

April 23, 2010 "United States House of Representatives" -- Mr. Speaker I rise in opposition to this motion to instruct House conferees on HR 2194, the Comprehensive Iran Sanctions, Accountability and Divestment Act, and I rise in strong opposition again to the underlying bill and to its Senate version as well. I object to this entire push for war on Iran, however it is disguised. Listening to the debate on the Floor on this motion and the underlying bill it feels as if we are back in 2002 all over again: the same falsehoods and distortions used to push the United States into a disastrous and unnecessary one trillion dollar war on Iraq are being trotted out again to lead us to what will likely be an even more disastrous and costly war on Iran. The parallels are astonishing.
We hear war advocates today on the Floor scare-mongering about reports that in one year Iran will have missiles that can hit the United States. Where have we heard this bombast before? Anyone remember the claims that Iraqi drones were going to fly over the United States and attack us? These “drones” ended up being pure propaganda – the UN chief weapons inspector concluded in 2004 that there was no evidence that Saddam Hussein had ever developed unpiloted drones for use on enemy targets. Of course by then the propagandists had gotten their war so the truth did not matter much.
We hear war advocates on the floor today arguing that we cannot afford to sit around and wait for Iran to detonate a nuclear weapon. Where have we heard this before? Anyone remember then-Secretary of State Condoleeza Rice’s oft-repeated quip about Iraq: that we cannot wait for the smoking gun to appear as a mushroom cloud.
We need to see all this for what it is: Propaganda to speed us to war against Iran for the benefit of special interests.
Let us remember a few important things. Iran, a signatory of the Nuclear Non-Proliferation Treaty, has never been found in violation of that treaty. Iran is not capable of enriching uranium to the necessary level to manufacture nuclear weapons. According to the entire US Intelligence Community, Iran is not currently working on a nuclear weapons program. These are facts, and to point them out does not make one a supporter or fan of the Iranian regime. Those pushing war on Iran will ignore or distort these facts to serve their agenda, though, so it is important and necessary to point them out.
Some of my well-intentioned colleagues may be tempted to vote for sanctions on Iran because they view this as a way to avoid war on Iran. I will ask them whether the sanctions on Iraq satisfied those pushing for war at that time. Or whether the application of ever-stronger sanctions in fact helped war advocates make their case for war on Iraq: as each round of new sanctions failed to “work” – to change the regime – war became the only remaining regime-change option.
This legislation, whether the House or Senate version, will lead us to war on Iran. The sanctions in this bill, and the blockade of Iran necessary to fully enforce them, are in themselves acts of war according to international law. A vote for sanctions on Iran is a vote for war against Iran. I urge my colleagues in the strongest terms to turn back from this unnecessary and counterproductive march to war.

"scare headlines in huge print, often of minor news lavish use of pictures, or imaginary drawings use of faked interviews, misleading headlines, pseudo-science, and a parade of false learning from so-called experts emphasis on full-color Sunday supplements, usually with comic strips (which is now normal in the U.S.) dramatic sympathy with the “underdog” against the system."
Apply this to television and you get Fox News. Apply this to a nation, and you get the Israeli version of their own history and today’s world events.

PLEASE SPREAD FAR AND WIDE SINCE THIS IS THE FIRST TIME SOMEONE HAS IDENTIFIED THAT THE PRESIDENT WAS ALIVE AFTER THE CRASH based on the video. I now understand why they killed the videogragher since the video was already out there, It did not make sense to me at the time, why they killed him, but the fact that the President can be heard was not yet made clear and the videographer being killed so quickly prevented that fact from coming out early on.
See article about the murder of the videographer and someone elses translation of the video which has been corrected by this translation that I trust implicitly since this person did not believe there was a murder until after he translated the video. He is also in a field that requires very precise and perfectionistic work, and thus this skill carries over to this translation as evidenced by his precise translation.

He does show a translation from someone saying it was the Polish President and he was alive and they shot him and someone says "Oh, my God, its the President". See below in the english translation.
Here is what I received from my trusted source....and his ties to Poland are still strong. I trust him and this translation since he is a very perfectionistic person in his field. Here is his response to me:

At least one person aboard the plane reportedly belonged to this order. However, the overall tone of the flight was de facto in support of this order's agenda, to broadcast the memory of past Russian mistreatment of Poland. We can assume this, because the official Katyn commemorative ceremony had already been held earlier, with due decorum, in the presence of the Prime Minister of Poland, the relatively moderate Mr. Tusk. So this flight appeared designed to rub the faces of Russian "patriots" in the mud an unnecessary second time, with a full planeload of "patriots" from Poland, the entourage of Mr. Kaczynski. This resembled a veritable planeload of honorary Siberics.
I have been told that, in the past, Poland has not been shy about dealing out some grief of its own in the direction of its fellow "People of the Word" to the east. Perhaps this time also, poking the bear with a sharp stick may not have been as innocent as it seems. If the plane lands you win, if it falls you also win. Either way, there are eager cameras at the ready. How does one think Poland has managed to survive in its little green vale of death since the dawn of the age? Some parts can be easily made out, especially the telling phrase, "Ni chuja Sybir" (nee-hooyah-sibeer). In Russian this phrase might be taken to mean something like "No quarter, Siberic," but using very rude wording. I have attempted a translation of the transcript below, adding one or two of my own clarifications as well, which are in curly {} brackets.

Vatic Note: Similar to the Patriot Act, it was never for muslim terrorists, it was alway for Americans. It never mattered your faith or religion. They were murdering many from other countries without batting an eyelash, so what is the difference? He was an American and that was the problem. The big canard they had to get around was the brutal act of killing an American with the "due process" amendment standing in their way. They did it and we didn't even squeal, why? Because we believe them that its only for muslims??? I don't believe them, its a set up just like Bush set everything up (Patriot Act) for Obama to bring it down. This would be the final Hitlarian act against our citizens (gestapo gardens) . What surprised me is that Global Research doesn't see that? Either I am brilliant or they are deflecting us from that fact with this article focusing on one person who is muslim rather than on the very broad implications of this decision by Obama. The article does talk about previous murders in other countries but not a word about the 89 dead microbiologists since 9-11, the politicos that have been killed, like Carnahan, Wellstone, JFK Jr.who was going to run for Hillary's senate seat and of course Mossad couldn't have that now could they? So, why are these not mentioned when all those deaths were severely under a major cloud and no one in governemnt would investigate them? What about Cheneys death squad that was never dismantled consisting of CIA and Mossad operatives. Are they operating today under Rahm Emmanual, the IDF officer Chief of STaff? Did Obama's act now clear them of any responsibility for any of these more recent deaths of reporters like Webb, or the others I mentioned? This is a perversion that seriously needs to be addressed.

"The CIA Hit List" is a media term for selected Muslim men to be murdered as threats to the United States. As President, Bush used the phrase for his list of "terrorist" suspects when the policy was first made public mid-December 2002. Names on the “hit list” surface, then recede so it is hard to be sure who is current. (1)
The Bush announcement, aware of prohibitions against assassinations in the executive orders of former presidents, designated the suspects as "enemy combatants" to avoid a direct confrontation with the laws of war (LOW) aka laws of armed conflicts (LOAC), which are binding on the U.S.(2). Media reports of Dennis Blair, the Director of National Intelligence, in testimony to the House Intelligence Committee February 3, 2010, make no mention of "enemy combatants" when he reserves the right to include American citizens as targets for murder.(3) Then on April 6, 2010 a spokesman for the intelligence community announced that Anwar al-Aulaqi, a Muslim cleric and American citizen is added to the CIA hit list.(4) The imam is known for his statements of faith on the internet. Because he is an American citizen Presidential approval was required for the death command. But more importantly, al-Aulaqi is a civilian.
To quote the International Covenant on Civil and Political Rights,(5) signed and ratified by the U.S. and now part of the Laws of War,(6)
"In countries which have not abolished the death penalty, sentence of death may be imposed only for the most serious crimes in accordance with the law in force at the time of the commission of the crime and not contrary to the provisions of the present Covenant and to the Convention on the Prevention and Punishment of the Crime of Genocide. This penalty can only be carried out pursuant to a final judgement rendered by a competent court.
"When deprivation of life constitutes the crime of genocide, it is understood that nothing in this article shall authorize any State Party to the present Covenant to derogate in any way from any obligation assumed under the provisions of the Convention on the Prevention and Punishment of the Crime of Genocide."
