The human DNA is a biological Internet and superior in many aspects to the artificial one. The latest Russian scientific research directly or indirectly explains phenomena such as clairvoyance, intuition, spontaneous and remote acts of healing, self healing, affirmation techniques, unusual light/auras around people (namely spiritual masters), mindâ¬"s influence on weather patterns and much more.
In addition, there is evidence for a whole new type of medicine in which DNA can be influenced and reprogrammed by words and frequencies WITHOUT cutting out and replacing single genes. Only 10% of our DNA is being used for building proteins. It is this subset of DNA that is of interest to western researchers and is being examined and categorized. The other 90% are considered "junk DNA."
The Russian researchers, however, convinced that nature was not dumb, joined linguists and geneticists in a venture to explore that 90% of "junk DNA." Their results, findings and conclusions are simply revolutionary!
According to there findings, our DNA is not only responsible for the construction of our body but also serves as data storage and communication. The Russian linguists found that the genetic code - especially in the apparent "useless" 90% - follows the same rules as all our human languages.
To this end they compared the rules of syntax (the way in which words are put together to form phrases and sentences), semantics (the study of meaning in language forms) and the basic rules of grammar. They found that the alkalines of our DNA follow a regular grammar and do have set rules just like our languages. Therefore, human languages did not appear coincidentally but are a reflection of our inherent DNA.
The Russian biophysicist and molecular biologist Pjotr Garjajev and his colleagues also explored the vibrational behavior of DNA. In brief the bottom line was: "Living chromosomes function just like a holographic computer using endogenous DNA laser radiation." This means that they managed, for example, to modulate certain frequency patterns (sound) onto a laser-like ray which influenced DNA frequency and thus the genetic information itself.
Since the basic structure of DNA-alkaline pairs and of language (as explained earlier) is of the same structure, no DNA decoding is necessary. One can simply use words and sentences of the human language! This, too, was experimentally proven!
Living DNA substance (in living tissue, not in vitro) will always react to language-modulated laser rays and even to radio waves, if the proper frequencies (sound) are being used. This finally and scientifically explains why affirmations, hypnosis and the like can have such strong effects on humans and their bodies. It is entirely normal and natural for our DNA to react to language.
While western researchers cut single genes from DNA strands and insert them elsewhere, the Russians enthusiastically created devices that influence cellular metabolism through modulated radio and light frequencies, thus repairing genetic defects.
They even captured information patterns of a particular DNA and transmitted it onto another, thus reprogramming cells to another genome. So they successfully transformed, for example, frog embryos to salamander embryos simply by transmitting the DNA information patterns! This way the entire information was transmitted without any of the side effects or disharmonies encountered when cutting out and re-introducing single genes from the DNA.
This represents an unbelievable, world-transforming revolution and sensation: by simply applying vibration (sound frequencies) and language instead of the archaic cutting-out procedure!
This experiment points to the immense power of wave genetics, which obviously has a greater influence on the formation of organisms than the biochemical processes of alkaline sequences.

Of course the frequency has to be correct. And this is why not everybody is equally successful or can do it with always the same strength. The individual person must work on the inner processes and development in order to establish a conscious communication with the DNA.
The Russian researchers work on a method that is not dependent on these factors but will ALWAYS work, provided one uses the correct frequency. But the higher developed an individual's consciousness is, the less need is there for any type of device: one can achieve these results by oneself. Science will finally stop laughing at such ideas and will confirm and explain the results. And it doesn't end there.
The Russian scientists also found out that our DNA can cause disturbing patterns in a vacuum, thus producing magnetized wormholes! Wormholes are the microscopic equivalents of the so-called Einstein-Rosen bridges in the vicinity of black holes (left by burned-out stars).
These are tunnel connections between entirely different areas in the universe through which information can be transmitted outside of space and time. The DNA attracts these bits of information and passes them on to our consciousness. This process of hyper-communication (telepathy, channeling) is most effective in a state of relaxation.
Stress, worry or a hyperactive intellect prevent successful hyper-communication or the information will be totally distorted and useless. In nature, hyper-communication has been successfully applied for millions of years. The organized flow of life in insects proves this dramatically. Modern man knows it only on a much more subtle level as "intuition." But we, too, can regain full use of it.
As an example from nature, when a queen ant is separated from her colony, the remaining worker ants will continue building fervently according to plan. However, if the queen is killed, all work in the colony stops. No ant will know what to do. Apparently, the queen transmits the "building plans" even if far away - via the group consciousness with her subjects. She can be as far away as she wants, as long as she is alive.
In humans, hyper-communication is most often encountered when one suddenly gains access to information that is outside one's knowledge base. Such hyper-communication is then experienced as inspiration or intuition (also in trance channeling). The Italian composer Giuseppe Tartini, for instance, dreamt one night that a devil sat at his bedside playing the violin. The next morning Tartini was able to note down the piece exactly from memory. He called it the Devil's Trill Sonata.
For years, a 42-year old male nurse dreamt of a situation in which he was hooked up to a kind of knowledge CD-ROM. Verifiable knowledge from all imaginable fields was then transmitted to him that he was able to recall in the morning. There was such a flood of information that it seemed a whole encyclopedia was transmitted at night. The majorities of facts were outside his personal knowledge base and reached technical details of which he knew absolutely nothing. When hyper-communication occurs, one can observe in the DNA, as well as in the human, supernatural phenomena.
The Russian scientists irradiated DNA samples with laser light. On screen, a typical wave pattern was formed. When they removed the DNA sample, the wave pattern did not disappear, it remained. Many controlled experiments showed that the pattern continued to come from the removed sample, whose energy field apparently remained by itself. This effect is now called phantom DNA effect. It is surmised that energy from outside of space and time still flows through the activated wormholes after the DNA was removed. The side effects encountered most often in hyper-communication in humans are inexplicable electromagnetic fields in the vicinity of the persons concerned.
Electronic devices like CD players and the like can be irritated and cease to function for hours. When the electromagnetic field slowly dissipates, the devices function normally again. Many healers and psychics know this effect from their work: the better the atmosphere and energy, the more frustrating it can be for recording devices as they stop functioning at that exact moment. Often by next morning all is back to normal.
Perhaps this is reassuring to read for many, as it has nothing to do with them being technically inept; it means they are good at hyper-communication.
In their book Vernetzte Intelligenz, Grazyna Gosar and Franz Bludorf explain these connections precisely and clearly. The authors also quote sources presuming that in earlier times humanity had been just like the animals: very strongly connected to group consciousness and thereby acted as a group. In order to develop and experience individuality, however, we humans had to forget hyper-communication almost completely.
Now that we are fairly stable in our individual consciousness, we can create a new form of group consciousness - namely one in which we attain access to all information via our DNA without being forced or remotely controlled about what to do with that information. We now know that just as we use the internet, our DNA can feed proper data into the network, can retrieve data from the network, and can establish contact with other participants in the network. Remote healing, telepathy or "remote sensing" about the state of another can thus be explained. Some animals know from afar when their owners plan to return home. This can be freshly interpreted and explained via the concepts of group consciousness and hyper-communication.
Any collective consciousness cannot be sensibly used over any period of time without a distinctive individuality; otherwise we would revert to a primitive herd instinct that is easily manipulated. Hyper-communication in the new millennium means something quite different.
Researchers think that if humans with full individuality would regain group consciousness, they would have a god-like power to create, alter and shape things on Earth! AND humanity is collectively moving toward such a group consciousness of the new kind.
Fifty percent of children will become a problem as soon as they go to school, since the system lumps everyone together and demands adjustment. But the individuality of today's children is so strong that they refuse this adjustment and resist giving up their idiosyncrasies in the most diverse ways.
At the same time more and more clairvoyant children are born. Something in those children is striving more towards the group consciousness of the new kind, and it can no longer be suppressed.
As a rule, weather for example is rather difficult to influence by a single individual. But it may be influenced by group consciousness (nothing new about this to some indigenous tribes). Weather is strongly influenced by Earth resonance frequencies (Schumann frequencies). But those same frequencies are also produced in our brains, and when many people synchronize their thinking or when individuals (spiritual masters, for instance) focus their thoughts in a laser-like fashion, then it is not at all surprising that they can influence the weather.
A modern day civilization which develops group consciousness would have neither environmental problems nor scarcity of energy: for if it were to use such mental powers as a unified civilization, it would have control of the energies of its home planet as a natural consequence.
When a great number of people become unified with higher intention as in meditating on peace - potentials of violence also dissolve.
Apparently, DNA is also an organic superconductor that can work at normal body temperature, as opposed to artificial superconductors which require extremely low temperatures between 200 and 140°C to function. In addition, all superconductors are able to store light and thus information. This further explains how DNA can store information.
There is another phenomenon linked to DNA and wormholes. Normally, these super-small wormholes are highly unstable and are maintained only for the tiniest fractions of a second. Under certain conditions stable wormholes can organize themselves, which then form distinctive vacuum domains in which for example, gravity can transform into electricity. Vacuum domains are self-radiant balls of ionized gas that contain considerable amounts of energy. There are regions in Russia where such radiant balls appear very often.
Following the ensuing confusion the Russians started massive research programs leading finally to some of the discoveries mentions above. Many people know vacuum domains as shiny balls in the sky. The attentive look at them in wonder and ask themselves, what they could be.
I thought once: "Hello up there. If you happen to be a UFO, fly in a triangle." And suddenly, the light balls moved in a triangle. Or they shot across the sky like ice hockey pucks: they accelerated from zero to crazy speeds while sliding silently across the sky. One is left gawking and I have, as many others, too, thought them to be UFOs. Friendly ones, apparently, as they flew in triangles just to please me.
Now, the Russians found - in the regions where vacuum domains often appear - that sometimes fly as balls of light from the ground upwards into the sky, and that these balls can be guided by thought. Since then it has been found that vacuum domains emit waves of low frequency that are also produced in our brains and because of this similarity of waves they are able to react to our thoughts. To run excitedly into one that is on ground level might not be such a great idea, because those balls of light can contain immense energies and are capable of mutating our genes.
Many spiritual teachers also produce such visible balls or columns of light in deep meditation or during energy work, which trigger decidedly pleasant feelings and do not cause any harm. Apparently this is also dependent on some inner order, quality and origin of the vacuum domain. There are some spiritual teachers, like the young Englishman Ananda, for example, with whom nothing is seen at first, but when one tries to take a photograph while they sit and speak or meditate in hyper-communication, one gets only a picture of a white cloud on a chair.
In certain Earth healing projects, such light effects also appear on photographs. Simply put, this phenomena has to do with gravity and anti-gravity forces that are ever more stable forms of wormholes and displays of hyper-communication with energies from outside our time and space structure. Earlier generations that experienced such hyper-communication and visible vacuum domains were convinced that an angel had appeared before them: and we cannot be too sure to what forms of consciousness we can get access when using hyper-communication.
Not having scientific proof for their actual existence, people having had such experiences do NOT all suffer from hallucinations. We have simply made another giant step towards understanding our reality. Official science also knows of gravity anomalies on Earth that contribute to the formation of vacuum domains. Recently gravity anomalies have been found in Rocca di Papa, south of Rome.

You may have viewed the video on the "STAR CHILD" that we posted on the blog a while back and know now that scientifically this has been supported that alien life similar to our own has been on this planet at least 900 years ago, and that means there is the potential that we may have alien DNA within and could that be where our consciousness comes from? The first part of this is about the physical characteristics of DNA. The second half deals with consciousness/spirituality/humanity and our DNA. If DNA contains our consciousness, and if we are about to go through the photon belt , or as some scientists are now saying we are going to be aligned with the center of our galaxy through a revolution of our solar system as discussed in previous blogs today, and given now that the universe works on plasma or electromagnetic energy, and if such passage occurs every 24,000 years lasting 2,000 years, it suggests that "light" and high vibration is going to be the result; then can that result in another evolutionary movement for mankind on the spirit side?
If so, is that why the massive intense work on the side of the evil ones, to manipulate that DNA before we begin that journey which is said to begin in 2012 around dec.? Is it why anything on this subject is always being destroyed or thwarted and I have to always start over again? We covered a lot of information on the work they are doing with manipulating our DNA and dehumanizing and changing our actual structure to "what", we don't know. They have recently, publically, made massive appeals for depopulation with no shame, and that makes me wonder why? Maybe this explains why Bill Cooper was murdered) when I watched the video series credibly done and documented, it connected and explained a whole lot to me. Tying all this together is important. Components of DNA
So the bridge between the edges of the helix is made of a combination of four chemicals, Adenine, Thymine, Cytosine and Guanine. Which I will abbreviate as A, T, C and G. Those are the letters of the DNA alphabet. A, C, T, and G encode all information necessary for life. In the simplest tiny microorganisms it takes 500,000 letters to represent a living organism. It takes five hundred thousand A's, or C's, or T's, or G's.
In a human it takes three billion (3,000,000,000) of those letters to represents a copy of you, and there is one of those three billion letter messages inside every cell in your body. (By the way modern technology, to date, has not produced an information storage mechanism that is more dense than DNA.) All the information in your hard drive is a lot bulkier than the information in your cells.
So DNA is not just a molecule, DNA is a language. It is actually very comparable to English and human languages in the way that it is structured. Here is a little chart and it shows the comparison between human languages and DNA. The nucleotide is the A, T, C, G.
Is DNA a pattern? Or is it a language?
DNA is an encoding and decoding system. DNA molecule represents more than itself; it represents an entire living organism. It doesn't just represent Adenine. It represents you or it represents a rabbit or a squirrel or a snake.
It has alphabet and syntax and semantics and pragmatics, or to use less technical terms alphabet, grammar, meaning and intent. It can be copied and even stored in other media with no loss of information.
I used to work for a company that made DNA sequencers. Their machines would go through and figure out what all the letters were in a strand of DNA. You could store that on a computer disk, and somebody in the lab could take the right chemicals and they could put those back and they could end up with a clone of the organism. Because the information in DNA is information is something distinct and separate from whatever it is stored in. Together with all of the science there are also people that think DNA shows all the signs of being a language.
All Languages and Codes Have Four Components
Regardless of what kind of communication we are talking about those four things are present in that communication. Alphabet, grammar, meaning and intent. And nearly all languages have error correction or redundancy.
English is about 50% redundant, which means if you're talking on your cell phone and its cutting in and out and in and out, if you can hear every word you can still pretty much figure out what's being said. If you lose more than that you really can't.
Where does redundancy come from? If you take a word out, you can fill it in from the context. Your mind can fill in the difference. Most of you never thought of this, but in when you're on the internet or getting and receiving emails there's a whole collection of mechanisms that are put in the communication back and forth to ensure that errors are corrected before they get to you. This is common to almost all languages.
DNA is encoding, decoding mechanism that stores and transmits the message of the living organism. Biologists have actually been using linguistic analysis to decode the human genome. Tools that we must use to analyze languages are continually being used to figure out what all of those genes actually mean.
So if you read some article in the newspaper it says we found a gene that causes Spina Bifida or something like that, some kind of linguistic analysis was used to help figure that out.
The reason form me to post it is , in modern day science, Quantum Physics it is , in theory, possible that our DNA holds indeed a communication device.
You can think of a holographic universe, or maybe a sentient universe. Well, that would make it god-like doesn't it ?

Scientists have long been puzzled by the fact that fully 97% of the DNA in human cells does not code for proteins and appears to consist of meaningless sequences. The possibility that this apparently useless DNA has some as yet unknown function continues to tantalize scientists.
The Science article reports on a paper suggesting that the non-coding 97% of the DNA, commonly referred to as junk DNA, might have a function. The authors of the paper employed linguistic tests to analyze junk DNA and discovered striking similarities to ordinary language. The scientists interpret those similarities as suggestions that there might be messages in the junk sequences, although its anyone s guess as to how the language might work. * F. You've probably heard of a molecule called DNA, otherwise known as "The Blueprint Of Life". Molecular biologists have been examining and mapping the DNA for a few decades now. But as they've looked more closely at the DNA, they've been getting increasingly bothered by one inconvenient little fact - the fact that 97% of the DNA is junk, and it has no known use or function! But, an usual collaboration between molecular biologists, cryptoanalysists (people who break secret codes), linguists (people who study languages) and physicists, has found strange hints of a hidden language in this so- called "junk DNA".
And that is not all. In this particular scientific article they are also suggesting that this junk DNA includes or is a language. How about that ?
The next big breakthrough came from a really unusual collaboration between medical doctors, physicists and linguists. They found even more evidence that there was a sort-of language buried in the introns.
So the scientists looked at a very long bit of DNA, and made artificial words by breaking up the DNA into "words" each 3 rungs long. And then they tried it again for "words" 4 rungs long, 5 rungs long, and so on up to 8 rungs long. They then analysed all these words, and to their surprise, they got the same sort of Zipf Law/straight-line-graph for the human DNA (which is mostly introns), as they did for the human languages! Junk DNA is also called "non coding DNA"
The function of over 95 percent of our DNA is still a mystery. That is, we have spelled out the code, but have discovered that most of it does not code for proteins. Genes can be separated by a vast desert of noncoding DNA, which is sometimes called “junk” DNA. But is it useless? Probably not, because included among noncoding sequences are the crucial promoter regions which control when genes are turned on or off.
The human genome has more noncoding DNA than any other animal known to date and it is not clear why. At least half of the non-coding sequence is made up of recognizable repeated sequences, some of which were inserted by viruses in the past. These repeats may provide some genomic wiggle room. That is, long stretches of noncoding DNA provide a playground for evolution. It may be a huge selective advantage to have all that raw material available to mutate and either modify existing traits and behaviors or express new ones all together. Humans are characterized by the ability to be flexible and to adapt quickly, so our junk DNA is potentially a priceless contribution to our humanness.
Now this is something to think about. Raw material for future evolution ? Quick adaptation ?
I agree that must be a priceless advantage. What strikes me most is that humans have the most junk DNA then any other known animal. This could be the reason why we, with our puny physical strength, speed and tenderness, have been able to survive and work ourselves to the top of the food chain.

Amazing revelations about DNA
As scientists began to decode the human DNA molecule, they found something quite unexpected—an exquisite 'language' composed of some 3 billion genetic letters. Who or what could miniaturize such information and place this enormous number of 'letters' in their proper sequence as a genetic instruction manual? Could evolution have gradually come up with a system like this? Source.

Also of interest is the field of BIO-PHOTONICS, which suggests that DNA may form an EM resonant pathway of biological communication. it is currently believed that proteins organize the control of the organism. but biophotonics suggests that cellular structures are actually exchanging packets of visible light facilitated by DNA. What amazes me about DNA is the sheer uber-complicated processes which occur to just keep our DNA intact - there are protiens whoose entire job is to 'look' for errors and then correct mistakes and misprints..suprising to say that she lost me halfway through most of our conversations about it.

The Iowa caucus is only a few days away and the nation's attention will be directed to the results, which signify the beginning of the U.S. presidential race. But does anyone watch who tallies the results of the Iowa caucus?
The Iowa caucus results were tallied in 2004 by a company that is headed by a man whose company was bought by Elron Electronics, the Israeli defense firm. I suspect that it will be the same this year. Don't expect to see any grassroots political activists doing the tally in Iowa. The Israeli defense establishment takes care of that part of the American "democratic" election process.

In the summer of 2004, I first learned that a foreign and out-of-state company using Interactive Voice Response (IVR) technology tallied the Iowa caucus results.
The system used to tally the 2004 Iowa caucus results was provided by a company called Voxeo, which was apparently based in Orlando, Florida. (Yellow flag goes up in the mind of those familiar with Orlando and electronic vote fraud history. See Bollyn article on Wang below.)
The calls from the nearly 2,000 caucus centers in Iowa went to a Voxeo call center in Atlanta, Georgia.
On January 31, 2005, I wrote to Michelle Bauer, Iowa's Secretary of State with some questions about the use of Voxeo, a foreign company located in Florida, to tally the results of the Iowa caucus:

I am interested in how this was done, and why. Why did the Democratic Party allow the crucial tally of the caucus results to be done by a company in Atlanta? Don't they trust their own math skills?

This information was first provided to me last August by John McCormally, Communications Director for the Iowa Democratic Party in Des Moines, Iowa.
Today I called Voxeo (800) 305-5771 in Orlando and although I didn't go into detail, the receptionist confirmed that Voxeo had conducted the telephone tally of the Iowa Democratic Caucus results.
How is it that you don't know that?
McCormally told me that chairmen were selected in all 1,993 precincts and these chairmen called in on touch-tone phones and after giving their PIN number, were able to enter the results from their precinct using the touch-tone number pad.
I'm not going to go into great detail at this point, but this procedure of using an out-of-state computer company to tally the precinct results for the Iowa Democratic Caucus lacks the transparency and openness that one might expect in this exercise in grass-roots poll.
Clearly, if someone wanted to adjust the results, it would be the easiest thing to do to do it through this computer system in Orlando, Florida. The Democrats in Iowa would never be aware of it, regardless of their math skills, unless the paper results were carefully audited in an open and honest manner.

This is important information that Americans need to know and which they will not find in the Zionist-controlled media in the United States. It needs to be understood that the entire election process in the United States is a fraud. This edition of True Democracy (La verdad sobre la democracia) is devoted to everyone who ever suffered from the hegemony of the United States government. In other words, this edition of my unique magazine is devoted to nearly everyone.
To disband the CIA wouldn't do much good (see the first edition) because the Defense Intelligence Agency would be given the same responsibilities that the CIA had so it was with gratitude that I obtained the documentation which you will read within these pages because the Defense Intelligence Agency is part of the "Shadow Government" or the government you've most likely never been aware existed.
The Shadow Government is composed of five branches of government, not three as the framers fashioned. The documentation is in a Web site which is http://abovetopsecret.com/pages/secgov.html and will be embellished in this edition. If you have read the first edition of my unique empowering magazine you would have read about four of the agencies or organizations because of my immense good fortune had made me aware that either President Kennedy wanted to disband them which resulted in his assassination or I had learned of them because of my being in the right place at the right time so many times that I learned of them. Specifically, I speak of the Trilateral Commission and the Bilderbergs, two elite organizations which need to be exposed to decent people of the world like you.

“World population needs to be decreased by 50%” — Dr. Henry Kissinger
National Security Study Memorandum (NSSM 200) A.K.A. “The Kissinger Report” (released internally late December of 1974) was crafted by globalist advisor, eugenicist, former Secretary of State, and director of the National Security Council (NSC) during the Ford and Nixon era, Henry Kissinger.
This memorandum is one of many indicators that diabolic withering potbelly globalists want a major portion of the world populace dead, and are in the midst of exterminating humans incrementally, and have been for some time.
The document (declassified in 1989) reads like a horror story.
“Part One” starts off with an analytical section mentioning, world demographic trends, population problems,food supply issues and more — then ends with details about the “World Population Conference” (a group of diabolic oligarchs that decide our fate).
Item #3 in the “Executive Summary” states;
"Because of the momentum of population dynamics, reductions in birth rates affect total numbers only slowly. High birth rates in the recent past have resulted in a high proportion m the youngest age groups, so that there will continue to be substantial population increases over many years even if a two-child family should become the norm in the future.
Policies to reduce fertility will have their main effects on total numbers only after several decades. However, if future numbers are to be kept within reasonable bounds, it is urgent that measures to reduce fertility be started and made effective in the 1970′s and 1980′s.
Moreover, programs started now to reduce birth rates will have short run advantages for developing countries in lowered demands on food, health and educational and other services and in enlarged capacity to contribute to productive investments, thus accelerating development."
The report moves proclaim that “they” (potbelly globalist oligarchs) need to stabilize the population worldwide, showing world population figures at the time of 1970 at 3.6 billion and projecting 12 billion by 2075.
The report also mentions the potential for famines in the future. Here is an excerpt from #6;
The most serious consequence for the short and middle term is the possibility of massive famines in certain parts of the world, especially the poorest regions.
Section #10 goes on to detail how the elite will profit less from having a larger number of people worldwide, stating;
Rapid population growth creates a severe drag on rates of economic development otherwise attainable, sometimes to the point of preventing any increase in per capita incomes. In addition to the overall impact on per capita incomes, rapid population growth seriously affects a vast range of other aspects of the quality of life important to social and economic progress in the LDCs.
And then there is the ultimatum (#23) — it reads as follows;
The central question for world population policy in the year 1974, is whether mankind is to remain on a track toward an ultimate population of 12 to 15 billion — implying a five to seven-fold increase in almost all the underdeveloped world outside of China — or whether (despite the momentum of population growth) it can be switched over to the course of earliest feasible population stability — implying ultimate totals of 8 to 9 billions and not more than a three or four-fold increase in any major region.

Here are some of the policy recommendations mentioned in The Kissinger Report;
26. There is no single approach which will “solve” the population problem. The complex social and economic factors involved call for a comprehensive strategy with both bilateral and multilateral elements. At the same time actions and programs must be tailored to specific countries and groups. Above all, LDCs themselves must play the most important role to achieve success.
27. Coordination among the bilateral donors and multilateral organizations is vital to any effort to moderate population growth. Each kind of effort will be needed for worldwide results. (VN: To the naysayers who say "
28. World policy and programs in the population field should incorporate two major objectives:
(a) actions to accommodate continued population growth up to 6 billions by the mid-21st century without massive starvation or total frustration of developmental hopes; and
(b) actions to keep the ultimate level as close as possible to 8 billions rather than permitting it to reach 10 billions, 13 billions, or more.
29. While specific goals in this area are difficult to state, our aim should be for the world to achieve a replacement level of fertility, (a two- child family on the average), by about the year
2000.
This will require the present 2 percent growth rate to decline to 1.7 percent within a decade and to 1.1 percent by 2000 compared to the U.N medium projection, this goal would result in 500 million fewer people in 2000 and about 3 billion fewer in 2050. Attainment of this goal will require greatly intensified population programs. A basis for developing national population growth control targets to achieve this world target is contained in the World Population Plan of Action.
30. The World Population Plan of Action is not self-enforcing and will require vigorous efforts by interested countries, U.N. agencies and other international bodies to make it effective. U.S. leadership is essential. The strategy must include the following elements and actions: Concentration on key countries.
(a) Assistance for population moderation should give primary emphasis to the largest and fastest growing developing countries where there is special U.S. political and strategic interest. Those countries are: India, Bangladesh, Pakistan, Nigeria, Mexico, Indonesia, Brazil, the Philippines, Thailand, Egypt, Turkey, Ethiopia and Columbia.
Together, they account for 47 percent of the world’s current population increase. (It should be recognized that at present AID bilateral assistance to some of these countries may not be acceptable.)
Bilateral assistance, to the extent that funds are available, will be given to other countries, considering such factors as population growth, need for external assistance, long-term U.S. interests and willingness to engage in self help.
Multilateral programs must necessarily have a wider coverage and the bilateral programs of other national donors will be shaped to their particular interests.
At the same time, the U.S. will look to the multilateral agencies, especially the U.N. Fund for Population Activities which already has projects in over 80 countries to increase population assistance on a broader basis with increased U.S. contributions. This is desirable in terms of U.S. interests and necessary in political terms in the United Nations. But progress nevertheless, must be made in the key 13 and our limited resources should give major emphasis to them.
(b) Integration of population factors and population programs into country development planning. As called for the world Population Plan of Action, developing countries and those aiding them should specifically take population factors into account in national planning and include population programs in such plans.
(c) Increased assistance for family planning services, information and technology. This is a vital aspect of any world population program.
1) Family planning information and materials based on present technology should be made fully available as rapidly as possible to the 85 % of the populations in key LDCs not now reached, essentially rural poor who have the highest fertility.
2) Fundamental and evelopmental research should be expanded, aimed at simple, low-cost, effective, safe, long-lasting and acceptable methods of fertility control. Support by all federal agencies for biomedical research in this field should be increased by $60 million annually.
(d) Creating conditions conducive to fertility decline. For its own merits and consistent with the recommendations of the World Population Plan of Action, priority should be given in the general aid program to selective development policies in sectors offering the greatest promise of increased motivation for smaller family size. In many cases pilot programs and experimental research will be needed as guidance for later efforts on a larger scale. The preferential sectors include:
– Providing minimal levels of education, especially for women;
– Reducing infant mortality, including through simple low cost health care networks;
– Expanding wage employment, especially for women; — Developing alternatives to children as a source of old age security;
– Increasing income of the poorest, especially in rural areas, including providing privately owned farms;
– Education of new generations on the desirability of smaller families.
While AID has information on the relative importance of the new major socio- economic factors that lead to lower birth rates, much more research and experimentation need to be done to determine what cost effective programs and policy will lead to lower birth rates.
(e) Food and agricultural assistance is vital for any population sensitive development strategy. The provision of adequate food stocks for a growing population in times of shortage is crucial. Without such a program for the LDCs there is considerable chance that such shortage will lead to conflict and adversely affect population goals and developmental efforts. Specific recommendations are included in Section IV (c) of this study.
(f) Development of a worldwide political and popular commitment to population stabilization is fundamental to any effective strategy. This requires the support and commitment of key LDC leaders. This will only take place if they clearly see the negative impact of unrestricted population growth and believe it is possible to deal with this question through governmental action.
The U.S. should encourage LDC leaders to take the lead in advancing family planning and population stabilization both within multilateral organizations and through bilateral contacts with other LDCs. This will require that the President and the Secretary of State treat the subject of population growth control as a matter of paramount importance and address it specifically in their regular contacts with leaders of other governments, particularly LDCs.
31. The World Population Plan of Action and the resolutions adopted by consensus by 137 nations at the August 1974 U.N. World Population Conference, though not ideal, provide an excellent framework for developing a worldwide system of population/ family planning programs. We should use them to generate U.N. agency and national leadership for an all-out effort to lower growth rates. Constructive action by the U.S. will further our objectives. To this end we should:
(a) Strongly support the World Population Plan of Action and the adoption of its appropriate provisions in national and other programs. (b) Urge the adoption by national programs of specific population goals including replacement levels of fertility for DCs and LDCs by 2000.
(c) After suitable preparation in the U.S., announce a U.S. goal to maintain our present national average fertility no higher than replacement level and attain near stability by 2000.
(d) Initiate an international cooperative strategy of national research programs on human reproduction and fertility control covering biomedical and socio-economic factors, as proposed by the U.S. Delegation at Bucharest.
(e) Act on our offer at Bucharest to collaborate with other interested donors and U.N. agencies to aid selected countries to develop low cost preventive health and family planning services.
(f) Work directly with donor countries and through the U.N.Fund for Population Activities and the OECD/DAC to increase bilateral and multilateral assistance for population programs.
32. As measures to increase understanding of population factors by LDC leaders and to strengthen population planning in national development plans, we should carry out the recommendations in Part II, Section VI, including:
(a) Consideration of population factors and population policies in all Country Assistance Strategy Papers (CASP) and Development Assistance Program (DAP) multi-year strategy papers.
(b) Prepare projections of population growth individualized for countries with analyses of development of each country and discuss them with national leaders.
(c) Provide for greatly increased training programs for senior officials of LDCs in the elements of demographic economics.
(d) Arrange for familiarization programs at U.N. Headquarters in New York for ministers of governments, senior policy level officials and comparably influential leaders from private life.
(e) Assure assistance to LDC leaders in integrating population factors in national plans, particularly as they relate to health services, education, agricultural resources and development, employment, equitable distribution of income and social stability.
(f) Also assure assistance to LDC leaders in relating population policies and family planning programs to major sectors of development health, nutrition, agriculture, education, social services, organized labour, women’s activities, and community development.
(g) Undertake initiatives to implement the Percy Amendment regarding improvement in the status of women.
(h) Give emphasis in assistance to programs on development of rural areas.
Beyond these activities which are essentially directed at national interests, we must assure that a broader educational concept is developed to convey an acute understanding to national leaders of the interrelation of national interests and world population growth.
33. We must take care that our activities should not give the appearance to the LDCs of an industrialized country policy directed against the LDCs. Caution must be taken that in any approaches in this field we support in the LDCs are ones we can support within this country. “Third World” leaders should be in the forefront and obtain the credit for successful programs. In this context it is important to demonstrate to LDC leaders that such family planning programs have worked and can work within a reasonable period of time.
34. To help assure others of our intentions we should indicate our emphasis on the right of individuals and couples to determine freely and responsibly the number and spacing of their children and to have information, education and means to do so, and our continued interest in improving the overall general welfare. We should use the authority provided by the World Population Plan of Action to advance the principles that: 1) responsibility in parenthood includes responsibility to the children and the community and 2) that nations in exercising their sovereignty to set population policies should take into account the welfare of their neighbors and the world. To strengthen the worldwide approach, family planning programs should be supported by multilateral organizations wherever they can provide the most efficient means.
35. To support such family planning and related development assistance efforts there is need to increase public and leadership information in this field. We recommend increased emphasis on mass media, newer communications technology and other population education and motivation programs by the UN and USIA. Higher priority should be given to these information programs in this field worldwide.
36. In order to provide the necessary resources and leadership, support by the U.S. public and Congress will be necessary. A significant amount of funds will be required for a number of years. High level personal contact by the Secretary of State and other officials on the subject at an early date with Congressional counterparts is needed. A program for this purpose should be developed by OES with H and AID.
37. There is an alternative view which holds that a growing number of experts believe that the population situation is already more serious and less amenable to solution through voluntary measures than is generally accepted. It holds that, to prevent even more widespread food shortage and other demographic catastrophes than are generally anticipated, even stronger measures are required and some fundamental, very difficult moral issues need to be addressed. These include, for example, our own consumption patterns, mandatory programs, tight control of our food resources. In view of the seriousness of these issues, explicit consideration of them should begin in the Executive Branch, the Congress and the U.N. soon. (See the end of Section I for this viewpoint.)
38. Implementing the actions discussed above (in paragraphs 1-36), will require a significant expansion in AID funds for population/family planning. A number of major actions in the area of creating conditions for fertility decline can be funded from resources available to the sectors in question (e.g., education, agriculture). Other actions, including family planning services, research and experimental activities on factors effecting fertility, come under population funds.
We recommend increases in AID budget requests to the Congress on the order of $35-50 million annually through FY 1980 (above the $137.5 million requested for FY 1975). This funding would cover both bilateral programs and contributions to multilateral organizations. However, the level of funds needed in the future could change significantly, depending on such factors as major breakthroughs in fertility control technologies and LDC receptivities to population assistance.
To help develop, monitor, and evaluate the expanded actions discussed above, AID is likely to need additional direct hire personnel in the population/family planning area. As a corollary to expanded AID funding levels for population, efforts must be made to encourage increased contributions by other donors and recipient countries to help reduce rapid population growth.
